The Lepel District Department for Emergency Situations reports that in May, department employees conducted a monitoring of the "Lepel" hotel owned by individual entrepreneur Matesh Yu.V., located at: Lepel, 65A Ulyanka St., the "Depo" building materials store, owned by "Chashniki Prodmarket" LLC, located at: Lepel, 16 Depovskaya St., the State Educational Institution "Lepel District Socio-Pedagogical Center", located at: Lepel, 2 Vitebskaya St., the "Stroymarket" store owned by "BellepelSnab" LLC, located at: Lepel, 19 Partizanskaya St., outpatient clinics, polyclinics, hospitals of the Healthcare Institution "Lepel Central Regional Hospital", legal address: Lepel, 2 Gospitalnaya St.
During the aforementioned work, the following violations were identified.
At the "Lepel" hotel owned by individual entrepreneur Matesh Yu.V.:
- The head of the business entity has not undergone training according to the fire safety minimum programs determined by the Ministry of Emergency Situations;
- The general fire safety instructions do not comply with the requirements;
- Locks on doors located on evacuation routes (external evacuation doors from the first and second floors of the hotel) do not allow for them to be opened freely from the inside without a key;
- On the first and second floors of the hotel, the fire evacuation plan does not comply with the requirements;
- In the hotel rooms intended for temporary accommodation of people, schematic individual evacuation plans for each floor, and leaflets with fire safety requirements for residents and actions in case of fire are not displayed in visible locations;
- The operability and serviceability of all fire extinguishing means are not ensured (fire extinguishers have expired recharge dates);
- The locations of fire extinguishers and manual fire alarms are not marked with signs in accordance with the requirements;
- A 10% reserve of fire detectors is missing in the hotel;
- Doors on the second floor by the staircase open not in the direction of exiting the building;
- Rest rooms,
located on the second floor of the hotel, are not protected by a fire alarm system.At the "Depo" building materials shop, Chashniki Prodmаrket LLC:
- the shop lacks a fire evacuation plan for people;
- the locations of manual fire detectors in the shop are not marked with signs in accordance with the requirements;
- a 10% reserve of fire detectors is missing from the shop;
- training has not been organised for the employee responsible for the fire safety of the economic entity; and for the employee tasked with conducting fire safety briefings according to the fire technical minimum programmes defined by the Ministry of Emergency Situations;
- fire safety briefings for shop employees have not been organised;
- a general fire safety instruction for the entire facility has not been developed;
- there is no order (instruction) appointing a responsible person for ensuring the operability of the fire alarm system, authorising them to accept work from the Contractor and sign documentation for the work performed (Clause 3.1 of OTPB, Clause 5.2 of TKP 316-2011);
- stands with fire safety information have not been organised;
- the shop building is not equipped with the necessary number of primary fire extinguishing means.
At the "Stroymarket" shop, Bellepel-snab LLC:
- the fire evacuation plan for people in the shop is not compliant with requirements on all floors;
- the locations of fire extinguishers and manual fire detectors are not marked with signs in accordance with the requirements;
- a 10% reserve of fire detectors is missing from the shop;
- smoke-tight doors on the third floor of the stairwell are permitted to be fixed in the open position;
- the operability and condition of fire protection means are not ensured (the evacuation exit door from the first floor of the auxiliary stairwell is not equipped with a self-closing device);
- the evacuation exit (external evacuation exit via the stairwell) is not marked with a fire safety sign as stipulated by technical normative legal acts.
At the Lepel Central District Hospital (UZ "Lepel CRB"):
Infectious Diseases Department of UZ "Lepel CRB", Lepel, Gospitalnaya St., bld. 2:
- the operability and condition of fire protection means are not ensured (the evacuation exit door from the AIDS laboratory to the stairwell is not equipped with
with a self-closing device).Therapeutic Department of the Healthcare Institution "Lepel Central Regional Hospital", Lepel, Hospitalnaya St., 2:
- operability and serviceability of fire protection means are not ensured (the door of the emergency exit from the 4th floor to the central staircase is not equipped with a self-closing device);
- locks on doors located on evacuation routes (doors located on the central smoke-free staircase) are not provided with the ability to be freely opened from the inside without a key.
Polyclinic of the Healthcare Institution "Lepel Central Regional Hospital", Lepel, Hospitalnaya St., 2:
- there is no door on the 1st floor of the central staircase;
- operability and serviceability of fire protection means are not ensured (the second leaf of the emergency exit door from the second floor to the central staircase is not equipped with a self-closing device);
- locks on doors located on evacuation routes (doors separating corridors leading from the surgical unit corridor to the 3rd-floor corridor of the polyclinic) are not provided with the ability to be freely opened from the inside without a key;
- the first floor of the laboratory department is not protected by a fire alarm system;
- on the second floor in the children's department, protected by a fire alarm system, an object terminal device for the fire alarm notification system is not provided.
Slobodskaya BSSU, Lepel District, ag. Sloboda, Molodezhnaya St., 14B:
- the locations of fire extinguishers are not marked with signs in accordance with the requirements;
- the hospital building is not protected by a fire alarm system with an object terminal device for the fire alarm notification system;
- on evacuation routes (in the corridor, external emergency exit through the sanitary lock, main external emergency exit), a floor level difference is allowed (3.5 cm, 12.3 cm and 9 cm) without 3 steps or a ramp with a slope of no more than 1:6.
Kamenskaya AVOP, Lepel District, ag. Kamen, Tsvetochnaya St., 2:
- a 10% reserve of fire detectors is missing;
- on evacuation routes (on the second floor at the exits to the staircase through corridors), a floor level difference is allowed (8 cm and 10 cm) without 3 steps or a ramp with a slope of no more than 1:6.
Dental Polyclinic, Lepel, Voykova St., 71B:
- a 10% reserve of fire detectors is missing;
- The operability and serviceability of fire protection equipment are not ensured (the second leaf of the doors of the evacuation exit from the first and second floors to the central staircase is not equipped with a self-closing device).
At AVOP No. 3, Lepel, 102 Borisovsky Trakt Street; AVOP No. 1, Lepel, 38A Internatsionalnaya Street; Zaslonovskaya AVOP, Lepel District, Novozaslonovo village; Novovolosovichi AVOP, Lepel District, Novye Volosovichi village, 1a Shkolnaya Street; Starolepel AVOP, Lepel District, Stary Lepel village, 22A Raduzhnaya Street:
- a 10% reserve of fire detectors is missing.
In the educational institution "Lepel District Social-Pedagogical Center", no violations of fire safety requirements were identified based on the monitoring conducted.
In buildings equipped with a fire alarm system, a check of the serviceability and operability of the systems was carried out together with representatives of the servicing organizations. No violations were identified during the work performed.
Evacuation plans for fire or other emergency situations were practiced with the employees of the organizations, and briefings on compliance with fire safety rules were also conducted.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
