Monitoring of Organizations in Lepel District

The Lepel District Department for Emergency Situations reports that in June, department employees conducted a monitoring of the facilities of the State Cultural Institution "Lepel District House of Culture", legal address: Lepel, Svobody Sq., 3, as well as a monitoring of the "Bobrovo-Agro" branch of the closed joint-stock company "Vitebskagroproduct", legal address: Lepel District, ag. Bobrovo.

During the monitoring, the following violations were identified.

At the "Bobrovo-Agro" branch of CJSC "Vitebskagroproduct":

- fire safety briefings for employees have not been organised;

- training of employees responsible for fire safety of the business entity; the employee entrusted with the duties of conducting fire safety briefings; employees responsible for the preparation and (or) conduct of hot work; employees performing work on the harvesting, processing, storage of grain and leguminous crops and coarse fodder according to the fire-technical minimum programs determined by the Ministry of Emergency Situations has not been organised;

Mechanical yard:

- on the outer side of the doors (gates) of the building and premises of the repair and mechanical workshop, categorised by explosion and fire hazard, a category indicator has not been posted;

- the operability and serviceability of fire extinguishing means on the territory of the mechanical yard near the fuel and lubricants warehouse have not been ensured (the recharge date for fire extinguishers has expired);

- the tractor "Belarus 1221.3" state registration number VK-2 9557 (inventory number 8325) is not fully equipped with primary fire extinguishing means, in accordance with clause 21 of the annex to the instruction on the norms of equipping facilities with primary fire extinguishing means, approved by the Decree of the Ministry of Emergency Situations No. 82;

- the entry and operation of a motor vehicle (tanker state registration number AK 7341-2) equipped with an internal combustion engine, without a spark arrestor, is permitted on the territory of the flammable and combustible liquids warehouse;

- on

on the first floor of the repair and mechanical workshop building, there is no fire evacuation plan for people;

- timely updating of the fire safety information stand is not organized.

Administrative building:

- locks on doors located on evacuation routes (external evacuation doors of the administrative building; doors of the smoke-free stairwell; door separating corridors from the repair workshop to the administrative building) do not provide for their free opening from the inside without a key;

- the operability and serviceability of fire protection means are not ensured (the door on the first and second floors of the stairwell is not equipped with a self-closing device);

- the second floor of the administrative building is not fully equipped with primary fire extinguishing means, in accordance with clause 8 of the annex to the instruction on the norms for equipping facilities with primary fire extinguishing means, approved by Resolution of the Ministry of Emergency Situations No. 82;

- evacuation routes and evacuation exits are not marked with fire safety signs provided for by technical normative legal acts.

At the State Cultural Institution "Lepel District House of Culture", Lepel, Svobody Sq., 3:

- locks on doors located on evacuation routes (doors located on smoke-free stairwells; rooms with a large number of people (concert hall); external evacuation doors) do not provide for their free opening from the inside without a key;

- a 10% reserve of fire detectors is missing;

- rooms of a self-constructed warehouse (item 13 in the list of technical characteristics), a non-residential premises (item 45 in the list of technical characteristics), a corridor (item 14 in the list of technical characteristics) are not protected by a fire alarm system;

- the variable fire load in the rooms of the self-constructed warehouse (item 13 in the list of technical characteristics), archive (item 51 in the list of technical characteristics), non-residential premises (item 45 in the list of technical characteristics) has not been determined, which makes it impossible to determine the type of fire barriers required to separate the premises, and the corresponding type of filling for openings in them.

State Cultural Institution "Bobrovo Rural House of Culture", ag. Bobrovo, V. Margievich St., 11-1:

- on evacuation routes (exit from the concert hall), a floor level difference (16 centimeters) is allowed without

of the presence of 3 steps or a ramp with a slope not exceeding 1:6;

- locks on doors located on evacuation routes (doors, premises with mass occupancy (concert hall), external evacuation doors) are not equipped with the possibility of free opening from the inside without a key;

- the fire evacuation plan does not comply with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82;

- a 10% reserve of fire detectors is missing.

State Cultural Institution "Borovka Centre of Culture and Leisure", village Borovka:

- locks on doors located on evacuation routes (doors, premises with mass occupancy (concert hall), external evacuation doors) are not equipped with the possibility of free opening from the inside without a key;

- the operability and serviceability of fire protection means are not ensured (the door on the first and third floors of the stairwell is not equipped with a self-closing device);

- the operability and serviceability of fire extinguishing means are not ensured (valves PK-6 and PK-7 do not turn);

- the operability and serviceability of fire protection means are not ensured (automatic fire alarm systems).

State Cultural Institution "Zaborovye Club-Library", village Zaborovye, Solnechnaya Street:

- locks on doors located on evacuation routes (external evacuation doors) are not equipped with the possibility of free opening from the inside without a key;

- a 10% reserve of fire detectors is missing.

State Cultural Institution "Starolyadno Rural House of Culture", agro-town Staroye Lyadno, Tsentralnaya Street, bld. 20:

- locks on doors located on evacuation routes (doors, premises with mass occupancy (concert hall), external evacuation doors) are not equipped with the possibility of free opening from the inside without a key;
