The Lepel District Department for Emergency Situations reports that in August, department employees conducted monitoring at the Educational Institution "Borovskiy Kindergarten of the Lepel District", the Educational Institution "Kindergarten No. 8 of Lepel", the Educational Institution "Kindergarten No. 9 of Lepel", the "Teremok" restaurant of the Private Unitary Trade Enterprise "Avers-Lepel", legal address: Lepel district, Rudnya village, Tsentralnaya street, 17; the "555" cafe and hotel of the Private Unitary Trade Enterprise "Avers-Lepel", legal address: Minskoe Shosse, M-3 highway, 155 km; the rowing base of the institution "Vitebsk Regional Children and Youth Sports School of Trade Unions for Kayaking and Canoeing "Albatros", legal address: Lepel, Vitebskaya street, 2a.

During the aforementioned work, the following violations were identified upon visiting the buildings and structures:

At the "Teremok" restaurant of the Private Unitary Trade Enterprise "Avers-Lepel", located at: Lepel district, Rudnya village, Tsentralnaya street, 17:

- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire call points are not marked with signs in accordance with the requirements of GOST 12.4.026-2015).

At the "555" hotel of the Private Unitary Trade Enterprise "Avers-Lepel", located at: Minskoe Shosse, M-3 highway, 155 km:

- on the first floor, the fire evacuation plan does not comply with the requirements of Appendix 2 to the Ministry of Emergency Situations Decree No. 82 (the conventional symbols for manual fire call points are not indicated);

- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire call points are not marked with signs in accordance with the requirements of GOST 12.4.026-2015).

At the "555" cafe of the Private Unitary Trade Enterprise "Avers-Lepel", located at: Minskoe Shosse, M-3 highway, 155 km:

- the locks on the doors located on the evacuation routes (external evacuation doors from the dining room, from the coffee shop, from the central building exit of the cafe) do not allow for their free opening from the inside without a key;

- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire call points are not marked with signs in accordance with the requirements of GOST 12.4.026-2015).

Educational Institution "Kindergarten No. 8 of Lepel":

- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire call points on the second floor are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);

- the fire evacuation plan does not comply with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82 (the "You are here!" symbol is incorrectly indicated, and the symbols for manual fire call points are not specified);

- locks on doors located on evacuation routes (external evacuation doors from the laundry room) are not ensured to be freely opened from the inside without a key.

State Educational Institution "Borovlyansky Kindergarten of Lepel District":

- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire call points are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);

- the building is not operated in accordance with its design documentation (some doors are missing in the doorways of stairwells on the 1st floor);

- the operability and serviceability of fire protection means are not ensured (doors on stairwells are not equipped with self-closing devices).

State Educational Institution "Kindergarten No. 9 of Lepel":

- locks on doors located on evacuation routes (external evacuation doors) are not ensured to be freely opened from the inside without a key.

The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of the requirements of regulatory legal acts in the field of fire safety by officials.

In buildings with a fire alarm system, together with representatives of the servicing organizations, a check was carried out for the serviceability and operability of the systems. No violations were detected during the work performed, with the exception of the above-mentioned facilities.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and the fire safety regime in the respective organizations.
