The Lepel District Department for Emergency Situations reports that in December, department employees conducted monitoring visits to: the "Centre for Social Adaptation, Rehabilitation, Training, Housing for Disabled Persons and Temporary Shelter" of the State Institution "Territorial Centre for Social Services of the Population of Lepel District" and the OKP "Svetlitsa" of the State Institution "Territorial Centre for Social Services of the Population of Lepel District"; the Healthcare Institution "Lepel Regional Psychiatric Hospital".
The Lepel District Department for Emergency Situations reports that in December, department employees conducted monitoring visits to: the "Centre for Social Adaptation, Rehabilitation, Training, Housing for Disabled Persons and Temporary Shelter" of the State Institution "Territorial Centre for Social Services of the Population of Lepel District" and the OKP "Svetlitsa" of the State Institution "Territorial Centre for Social Services of the Population of Lepel District"; the Healthcare Institution "Lepel Regional Psychiatric Hospital".
During the aforementioned work, the following violations were identified upon inspection of buildings and structures:
"Centre for Social Adaptation, Rehabilitation, Training, Housing for Disabled Persons and Temporary Shelter" of the State Institution "Territorial Centre for Social Services of the Population of Lepel District":
- Constant readiness for the use of fire extinguishing means is not ensured (locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- The operability and serviceability of the automatic fire alarm system are not ensured (10% of the installed spare fire detectors are missing at the facility).
OKP "Svetlitsa" of the State Institution "Territorial Centre for Social Services of the Population of Lepel District":
- The operability and serviceability of the automatic fire alarm system are not ensured (10% of the installed spare fire detectors are missing at the facility);
- The smoking area (a room on the second floor of the building) is not equipped with 1 powder fire extinguisher with a minimum extinguishing agent mass of 8 kilograms;
- Constant readiness for the use of fire protection and fire extinguishing means is not ensured (locations of fire extinguishers, fire hydrants, manual fire alarms are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- The possibility of unlocking doors located on evacuation routes (external evacuation doors) from the inside without a key is not ensured;
- The fire evacuation plan is not developed in accordance with Appendix 2 of Resolution of the Ministry of Emergency Situations No. 82;
- The operability and serviceability of fire extinguishing means are not ensured (the fire hydrant in the basement is not equipped with a fire hose nozzle;
- evacuation exits are not marked with fire safety signs in accordance with the requirements of GOST 12.4.026-2015.
The causes and conditions contributing to the commission of the indicated violations were the insufficient knowledge of officials of the requirements of regulatory legal acts in the field of fire safety.
No fire safety violations were detected at the Healthcare Institution "Lepel Regional Psychiatric Hospital".
In buildings equipped with a fire alarm system, a check of the serviceability and operability of the systems was carried out together with representatives of the servicing organisations. No violations were detected during the work performed.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organisations must ensure fire safety and the fire-fighting regime in their respective organisations.
