The Lepel District Department for Emergency Situations reports that in July, department employees conducted monitoring of the "4 Seasons" hotel owned by individual entrepreneur N.V. Makhotin, the State Educational Institution "Kindergarten No. 2 of Lepel", the State Educational Institution "Kindergarten No. 4 of Lepel", and the State Educational Institution "Kindergarten No. 6 of Lepel".
During the aforementioned work, the following violations were identified upon inspection of the buildings and structures:
"4 Seasons" hotel, IE Makhotin N.V.:
- The operability and serviceability of fire protection and fire extinguishing equipment are not ensured (a SIM card is missing from the GSM module of the "Molniya" emergency notification system) (Clause 3.1 of the Fire Safety Regulations).
State Educational Institution "Kindergarten No. 4 of Lepel":
- The constant readiness for the use of fire protection equipment is not ensured (locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- The operability and serviceability of fire protection equipment are not ensured (doors leading to the stairwell are not equipped with self-closing devices).
State Educational Institution "Kindergarten No. 6 of Lepel":
- Training of employees responsible for fire safety at the facility, and members of volunteer fire brigades (fire squad members), according to fire safety minimum programs has not been organized;
- The facility-wide fire safety instructions have not been developed in accordance with the requirements established by the Ministry of Emergency Situations (the instructions incorrectly state the functional fire hazard class of the facility; the instructions lack a section on the procedure for organizing fire evacuation drills);
- The second floor of the building is not equipped with the required number of primary fire extinguishing means in accordance with the norms established by the Ministry of Emergency Situations.
According to the results of the monitoring at the State Educational Institution "Kindergarten No. 2 of Lepel", no violations of fire safety requirements were identified.
The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of regulatory legal acts in the field of fire safety by officials.
Buildings equipped with a fire alarm system underwent a check for serviceability and operability of the systems, conducted jointly with representatives of the servicing organizations. No violations were detected during the work performed, with the exception of the aforementioned facilities.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations are obliged to ensure fire safety and fire prevention regulations within their respective organizations.
