The Lepel District Department for Emergency Situations reports that in November, department employees conducted monitoring at: SUSU "GSDYUShor", GUO "Lepel Children's Art School", dormitories of KUPP "Borovka", GUDo "Lepel District Centre for Children and Youth", GUO "Lepel District Centre for Correctional and Developmental Education and Rehabilitation".
The Lepel District Department for Emergency Situations reports that in November, department employees conducted monitoring at: SUSU "GSDYUShor", GUO "Lepel Children's Art School", dormitories of KUPP "Borovka", GUDo "Lepel District Centre for Children and Youth", GUO "Lepel District Centre for Correctional and Developmental Education and Rehabilitation".
During the aforementioned work, the following violations were identified upon inspection of buildings and structures:
GUO "Lepel Children's Art School" at the address: Lepel, Svobody Sq., 9:
- locks on doors located on evacuation routes (central external evacuation door; external evacuation door from the assembly hall; evacuation door from the assembly hall to the corridor) are not secured with the possibility of opening from the inside without a key.
GUO "Lepel Children's Art School" at the address: Lepel, Danukalov St., 13:
- locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015;
- the evacuation exit from the boiler room is not marked with a fire safety sign;
- the fire evacuation plan has not been developed in accordance with Appendix 2 of the Ministry of Emergency Situations Resolution No. 82;
- a stand with fire safety information has not been organised.
Branch "Borovskaya Children's Art School":
- the locks on the doors located on the evacuation routes (central external evacuation door) have not been ensured to be openable from the inside without a key;
- the locations of fire extinguishers have not been marked with signs in accordance with the requirements of GOST 12.4.026-2015.
Branch "Stayskaya Children's School of Traditional Culture Art":
- the locks on the doors located on the evacuation routes have not been ensured to be openable from the inside without a key;
- the fire evacuation plan has not been developed in accordance with Appendix 2 of the Ministry of Emergency Situations Resolution No. 82;
- the operability and serviceability of the automatic fire alarm system are not ensured (10% of the installed fire detectors at the facility are missing);
- the operability and serviceability of fire extinguishing means are not ensured (the recharging date for the OU-3 fire extinguisher has expired);
- training sessions for the evacuation of people from the building in case of fire are not conducted with a frequency of at least twice a year.
Dormitory of KUPP "Borovka" at: Lepel, Orshanskoye Shosse St., 1a:
- the operability and serviceability of fire protection means are not ensured (doors of evacuation exits on the 1st, 2nd, and 3rd floors of stairwells are not equipped with self-closing devices);
- the fire evacuation plan is not developed in accordance with Appendix 2 of the Ministry of Emergency Situations Resolution No. 82 on all floors;
- the operability and serviceability of fire protection means are not ensured (the locations of manual fire detectors are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- the constant readiness for the use of fire protection and fire extinguishing means (fire extinguishers and fire hydrants) of the dormitory is not ensured (the key to the fire cabinets is missing);
- evacuation routes and evacuation exits are not fully marked with fire safety signs provided for by technical normative legal acts;
- smoking is permitted in areas not specifically designated for it, as defined by fire safety instructions;
- combustible materials are permitted to be placed under the landings of evacuation stairwells.
Dormitory of KUPP "Borovka" at: Lepel, Kalinin St., 75:
- the operability and serviceability of fire protection means are not ensured (doors of evacuation exits on the 3rd floor of stairwells are not equipped with self-closing devices);
- the fire evacuation plan has not been developed in accordance with Appendix 2 of Resolution of the Ministry of Emergency Situations No. 82 on all floors;
- the operability and serviceability of fire protection means are not ensured (locations of manual fire detectors are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- evacuation routes and emergency exits are not fully marked with fire safety signs as required by technical regulations;
- smoking is permitted in areas not specifically designated by fire safety instructions (a smoking area is indicated in the corridors of the 1st and 4th floors);
- obstruction of passages on evacuation routes is permitted (1st-floor hall).
Dormitory of KUPP "Borovka" at: Lepel, Kalinina St., 90A:
- operability and proper functioning of fire protection means are not ensured (emergency exit doors on all floors of stairwells are not equipped with self-closing devices);
- the fire evacuation plan is not developed in accordance with Appendix 2 of Resolution of the Ministry of Emergency Situations No. 82 on all floors;
- operability and proper functioning of fire protection means are not ensured (locations of manual fire alarm call points are not marked with signs in accordance with GOST 12.4.026-2015);
- constant readiness for the use of fire protection and firefighting equipment (fire hydrants) is not ensured (hose is faulty in fire hydrant No. 5);
- evacuation routes and emergency exits are not fully marked with fire safety signs as required by technical regulations;
- smoking is permitted in areas not specifically designated by fire safety instructions.
Educational Institution "Lepel District Centre for Children and Youth":
- operability and proper functioning of fire protection means are not ensured (the emergency exit door of the first floor of stairwell No. 1 is not equipped with a self-closing device);
- locations of fire extinguishers and manual fire alarm call points are not marked with signs in accordance with GOST 12.4.026-2015;
- operability and proper functioning of fire protection means (automatic fire alarm system) are not ensured.
Leisure Department of the Educational Institution "Lepel District Centre for Children and Youth":
- the leisure department is not provided with the necessary number of primary firefighting equipment;
- the emergency exit from the sports hall to the outside is not marked with a fire safety sign;
- locks on doors located on evacuation routes (central external evacuation door) are not equipped with the possibility of free opening from the inside without a key;
- locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015;
- the fire evacuation plan has not been developed in accordance with Annex 2 of Resolution of the Ministry of Emergency Situations No. 82.
SEI "Lepel District Centre for Correction and Development Training and Rehabilitation":
- locations of fire extinguishers and manual fire alarms are not marked with signs in accordance with the requirements of GOST 12.4.026-2015;
- a 10% reserve of fire detectors is missing.
The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of officials of the requirements of regulatory legal acts in the field of fire safety.
No fire safety violations were identified at SUSU "GSDYUShor".
In buildings with a fire alarm system, together with representatives of servicing organizations, a check was carried out for the serviceability and operability of the systems. No violations were identified during the work performed.
The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
