The Lepel District Department for Emergency Situations reports that in November, department employees conducted monitoring of the "Lepelka" shop of the "Lepel MKC" branch of OJSC "Vitebsk Meat Packing Plant", the "Gostevoy Dvor" hotel complex of CTPUP "Gostevoy Dvor", LLC "Pensionat LODE", and the SUCC "Lyepl District Children and Youth Sports School".
During the aforementioned work, the following violations were identified upon inspection of buildings and structures:
LLC "Pensionat LODE":
- Employees responsible for fire safety have not undergone training according to the fire-technical minimum programmes determined by the Ministry of Emergency Situations (Clause 3.1 of the General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Owned by Business Entities, approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7);
- In residential premises intended for temporary accommodation of people, schematic individual evacuation plans for people from the respective floor, and information leaflets with fire safety rules for residents and actions in case of fire are not posted in visible locations (Clause 46 of the General Fire Safety Requirements).
No violations were found in the "Lepelka" shop of the "Lepel MKC" branch of OJSC "Vitebsk Meat Packing Plant", the "Gostevoy Dvor" hotel complex of CTPUP "Gostevoy Dvor", and the SUCC "Lyepl District Children and Youth Sports School".
The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of officials regarding the requirements of regulatory legal acts in the field of fire safety.
In buildings equipped with a fire alarm system, a check of the system's serviceability and operability was carried out jointly with representatives of the servicing organisations. No violations were identified during this work, with the exception of the aforementioned facilities.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organisations must ensure fire safety and fire prevention regulations within their respective organisations.
