The Lepel District Department for Emergency Situations reports that in October, department employees conducted monitoring of the dormitories of KUPP "Borovka" located at the following addresses: Lepel, Kalinin St., 90a; Lepel, Kalinin St., 75; Lepel, Orshanskoye Shosse St., 1a, the Domzheritskoye Kindergarten of Lepel District Educational Institution, the Lepel District Centre for Corrective-Developmental Education and Rehabilitation State Institution, the Lepel Children's Art School State Educational Institution, the Lepel District Centre for Children and Youth State Educational Institution.
During the aforementioned work, the following violations were identified upon inspection of the buildings and structures:
KUPP "Borovka" dormitory, Lepel, Kalinin St., 75:
- the required number of primary fire extinguishing means is not provided in the dormitory corridors;
- the fire evacuation plan is not developed in accordance with Appendix 2 to Resolution of the Ministry of Emergency Situations No. 82;
- the building is operated in violation of requirements (the width of the evacuation exit to the stairwells is less than 0.9 m);
- the operability and serviceability of fire protection means are not ensured (doors of stairwell No. 1 on the second and third floors are not equipped with self-closing devices);
- the constant readiness for the use of fire protection means is not ensured (the location of the fire extinguisher on the 3rd floor in the kitchen area is not marked with a sign in accordance with GOST 12.4.026-2015 requirements);
- the operability and serviceability of fire protection water supply are not ensured (a fire hose nozzle is missing from the fire hydrant on the 4th floor);
- the operability and serviceability of fire protection and extinguishing means are not ensured (the recharge date for the fire extinguisher in the 3rd-floor kitchen and the 5th-floor corridor has expired);
KUPP "Borovka" dormitory, Lepel, Orshanskoye Shosse St., 1A:
- the building is operated in violation of requirements (the height of the external evacuation exit from the stairwell is less than 1.95 m);
- the operability and serviceability of fire protection means are not ensured (stairwell doors on the 1st, 2nd, and 3rd floors are not equipped with self-closing devices);
- the building is operated in violation of requirements (less than three steps are installed in the hall at the floor level difference);
- the fire evacuation plan is not developed in accordance with Annex 2 to the Resolution of the Ministry of Emergency Situations No. 82 (the floor plan on the second floor does not comply, the location of fire extinguishers and manual fire alarms is incorrectly indicated on all floors).
Dormitory of KUPP "Borovka", Lepel, Kalinin St., 90A:
- the building is operated not in accordance with the requirements (doors of the external evacuation exit from the first-floor corridor, evacuation exit to the central staircase of all floors open not in the direction of exit from the building);
- the constant readiness for the use of fire protection means is not ensured (the location of manual fire alarms is not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- the building is operated not in accordance with the requirements (in the corridor on the first floor, there are less than three steps at the floor level difference);
- the building is operated not in accordance with the requirements (the constantly opening leaf in the double-leaf doors of the central staircase is not equipped with a self-closing device);
- the fire evacuation plan is not developed in accordance with Annex 2 to the Resolution of the Ministry of Emergency Situations No. 82 (the location of manual fire alarms is incorrectly indicated on all floors);
- the second floor of the dormitory is not provided with the necessary number of primary fire extinguishing means;
- the building is operated not in accordance with the requirements (the width of the evacuation exit to the emergency staircases of all floors is less than 0.9 m).
In GUO "Domzheritsky Kindergarten of Lepel District":
- the kindergarten building is operated not in accordance with the requirements (the width of the external evacuation exit from the administrative part of the building, from the laundry room is less than 0.8 m);
- the kindergarten building is operated not in accordance with the requirements (the height of the external evacuation exit from the kitchen, from the laundry room, from the group room is less than 1.95 m);
- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire alarms and fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- the operability and serviceability of fire protection and fire extinguishing equipment are not ensured (the pressure is absent on the OP-4 fire extinguisher in the corridor, the nozzle is absent on the OU-5 fire extinguisher);
- the inspection of the internal fire water supply condition in the manner prescribed by the Ministry of Emergency Situations is not ensured (based on the results of the assessment of the fire hose reel's readiness for use, no assessment report is drawn up);
At the Educational Institution "Lepel Children's Art School":
- no report is drawn up based on the results of fire evacuation drills;
At the "Domzheritsy Children's Art School" branch of the Educational Institution "Lepel Children's Art School" at the address: Lepel District, Domzheritsy village, Tsentralnaya St., bld. 5:
- the external evacuation exit from the drawing classroom is not marked with a fire safety sign as required by technical regulatory legal acts;
At the "Borovka Children's Art School" branch of the Educational Institution "Lepel Children's Art School" at the address: Lepel District, Borovka village, 2A:
- the building is operated in violation of requirements (the secondary door of the external evacuation exit does not open in the direction of exit from the building);
- the building is operated in violation of requirements (the width of the secondary door of the external evacuation exit is less than 0.8 m);
- the constant readiness for use of fire protection equipment is not ensured (the locations of manual fire alarm call points are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- the fire evacuation plan does not comply with the requirements of Appendix 2 to Resolution of the Ministry of Emergency Situations No. 82;
At the "Zaslonovo Children's Art School" branch of the Educational Institution "Lepel Children's Art School" at the address: Lepel District, Zaslonovo village:
- the operability and serviceability of fire protection and fire extinguishing equipment are not ensured (the recharge date for fire extinguishers has expired in the music classroom, accordion classroom, choreography classroom, art classroom);
- the constant readiness for use of fire protection equipment is not ensured (the locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
in the branch "Stayskaya Children's Art School of Traditional Culture", located at: Lepel district, ag. Stai, Shkolnaya St., bld. 11:
- the building is not operated in accordance with the requirements (the exterior door of the emergency exit opens not in the direction of exit from the building);
- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire alarms and fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- the operability and serviceability of the automatic fire alarm system are not ensured (10% of the installed spare fire alarms are missing at the facility).
In the Educational Institution "Lepel District Centre for Children and Youth":
- the operability and serviceability of fire protection means (automatic fire alarm systems) are not ensured.
In the State Institution "Lepel District Centre for Correctional and Developmental Education and Rehabilitation", no violations were detected.
The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of officials of the requirements of regulatory legal acts in the field of fire safety.
In buildings equipped with a fire alarm system, together with representatives of the servicing organisations, a check was carried out for the serviceability and operability of the systems. During the work performed, no violations were detected, with the exception of the above-mentioned facilities.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organisations must ensure fire safety and fire prevention regulations in the respective organisations.
