The Lepel District Department for Emergency Situations reports that in September, department employees conducted monitoring of the educational institutions: "Gorsky Kindergarten of Lepel District", "Zaslonovsky Kindergarten of Lepel District", "Polsvizh Kindergarten of Lepel District", "Staysky Kindergarten of Lepel District", "Yurkovshchinsky Kindergarten of Lepel District".

During the aforementioned work, the following violations were identified upon inspection of buildings and structures:

"Gorsky Kindergarten of Lepel District"

  • the kindergarten building is not equipped with the required number of primary fire extinguishing means, in accordance with the norms established by the Ministry of Emergency Situations (Clause 53 of the General Technical Regulations for Fire Safety (OTPB), Clause 8 of the Annex to the Instruction on the Norms for Equipping Facilities with Primary Fire Extinguishing Means, approved by Decree of the Ministry of Emergency Situations No. 82);                                                                                                                       

  • the constant readiness for the use of fire protection means is not ensured (the locations of manual fire detectors are not marked with signs in accordance with the requirements of GOST 12.4.026-2015) (Clause 3.1 OTPB).

  • the lock on the door located on the evacuation route (central entrance) is not ensured to be freely openable from the inside without a key (Clause 48 OTPB).

"Zaslonovsky Kindergarten of Lepel District"

  • the training of employees responsible for fire safety according to the fire technical minimum programs, as determined by the Ministry of Emergency Situations, is not ensured (Clause 3.1 of the General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Owned by Business Entities, approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7;

  • the constant readiness for the use of fire protection means is not ensured (the locations of fire extinguishers on staircase No. 2 are not marked with signs in accordance with the requirements of GOST 12.4.026-2015) (Clause 3.1 OTPB);

  • fire safety equipment operability and serviceability are not ensured (doors leading to stairwell No. 1 and No. 2 are not equipped with self-closing devices) (Clause 3.1 of the General Fire Safety Requirements);

  • fire evacuation plans for the administrative building are not developed in accordance with Appendix 2 of Resolution of the Ministry of Emergency Situations No. 82 (emergency exits are not indicated) (Clause 45 of the General Fire Safety Requirements);

  • the evacuation exit to the street from stairwell No. 2 is not marked with a fire safety indicator sign as required by technical normative legal acts (Clause 44 of the General Fire Safety Requirements).

Educational Institution "Polsvizh Kindergarten of Lepel District"

  • employees responsible for fire safety are not trained according to fire technical minimum programs determined by the Ministry of Emergency Situations (Clause 3.1 of the General Fire Safety Requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities, approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7;

  • acts on conducting training sessions for fire evacuation are not drawn up, and such sessions are held less than twice a year (Clause 13 of Resolution of the Council of Ministers No. 561);

  • fire safety equipment operability and serviceability are not ensured (doors leading to stairwell No. 1 and No. 2 are not equipped with self-closing devices) (Clause 3.1 of the General Fire Safety Requirements);

  • evacuation exits from the stairwell and basement are not marked with fire safety indicator signs as required by technical normative legal acts (Clause 44 of the General Fire Safety Requirements).

  • constant readiness for the use of fire safety equipment is not ensured (locations of manual fire alarms and fire extinguishers are not marked with signs in accordance with GOST 12.4.026-2015) (Clause 3.1 of the General Fire Safety Requirements).

  • the external fire escape is not in good working order (Clause 3.1 of the General Fire Safety Requirements).

Educational Institution "Staysky Kindergarten of Lepel District"

    • training of employees responsible for fire safety under fire technical minimum programs, as defined by the Ministry of Emergency Situations, has not been provided (Clause 4.1 of the General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Owned by Business Entities, approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7);

    • fire safety briefings and training of employees in fire safety measures have not been organised (Clause 4.1 of the General Fire Safety Requirements, Clause 12 of the "Instructions on the Procedure for Training Employees in Fire Safety and Testing Their Knowledge in this Area", approved by Resolution of the Ministry of Emergency Situations No. 82);

    • the kindergarten building has not been equipped with the required number of primary fire extinguishing means, in accordance with the norms defined by the Ministry of Emergency Situations (Clause 53 of the General Fire Safety Requirements, Clause 2 of the Annex to the Instructions on the Norms for Equipping Objects with Primary Fire Extinguishing Means, approved by Resolution of the Ministry of Emergency Situations No. 82);

    • acts on conducting training sessions for the evacuation of people from buildings in case of fire are not drawn up, and such sessions are held less than twice a year (Clause 13 of the Resolution of the Council of Ministers No. 561).

    Educational Institution "Yurkovshchyna Kindergarten of Lepel District"

    • the fire evacuation plan does not comply with the requirements of Annex 2 to Resolution of the Ministry of Emergency Situations No. 82 (symbols for the location of fire extinguishers are not indicated) (Clause 45 of the General Fire Safety Requirements);

    • the constant readiness for the use of fire protection means has not been ensured (the locations of manual fire alarms and fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015) (Clause 3.1 of the General Fire Safety Requirements).

    The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of the requirements of regulatory legal acts in the field of fire safety by officials.

    In buildings equipped with a fire alarm system, a check of the serviceability and operability of the systems was carried out together with representatives of the servicing organisations. No violations were identified during the work, except for the objects mentioned above.

    The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
