The Lepel District Department for Emergency Situations reports that in May, department employees conducted monitoring activities at: the State Institution "Lepel Military Sanatorium of the Armed Forces of the Republic of Belarus"; the State Nature Protection Institution "Berezinsky Biosphere Reserve"; the Communal Unitary Enterprise for Children's Health Improvement and Recreation "Zhemchuzhina"; the shops: "Khit! Standart!" of the branch of OOO "Evrotorg" Vitebsk, located at: Lepel, Minskskaya St., 14A; "EvrooptSuper" of the branch of OOO "Evrotorg" Vitebsk, located at: Lepel, Chuykova St., 46D.
During the aforementioned work, the following violations were identified upon visiting the buildings and structures:
State Institution "Lepel Military Sanatorium of the Armed Forces of the Republic of Belarus":
- external evacuation doors on the first floor of the club-canteen are not equipped with a lock that allows them to be opened freely from the inside without a key;
- the operability and serviceability of fire protection means are not ensured (doors of the stairwells of the club-canteen are not equipped with a self-closing device).
State Nature Protection Institution "Berezinsky Biosphere Reserve":
- a 10% reserve of the number of installed fire detectors is not ensured at all facilities with an automatic fire alarm system.
Museum of Nature:
- the operability and serviceability of fire extinguishing means are not ensured (fire extinguishers are in an inoperable and faulty condition (recharge date has expired);
- evacuation plans for people in case of fire do not comply with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82.
GC "Serguch":
- evacuation plans for people in case of fire do not comply with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82.
Domzheritskoye Forestry:
- the external evacuation door is not equipped with a lock that allows it to be opened freely from the inside without a key.
Auto Park:
- external evacuation doors of the administrative building are not equipped with locks that allow them to be opened freely from the inside without a key;
- the territory of the gas station is not fully equipped with primary fire extinguishing means, in accordance with clause 28 of the appendix to the instructions on the norms for equipping facilities with primary fire extinguishing means, approved by the Resolution of the Ministry of Emergency Situations No. 82.
Youth Educational and Ecological Centre based at the boarding school:
- evacuation doors of the stairwell on the 1st and 2nd floors are not equipped with locks that allow them to be opened freely from the inside without a key;
- fire evacuation plans do not comply with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82.
House of Environmental Education:
- operability and serviceability of fire extinguishing means are not ensured (fire extinguishers are inoperable and out of order (recharging expired);
- fire evacuation plans do not comply with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82.
Recreation Centre "Plavno":
- the evacuation door of the restaurant premises is not equipped with a lock that allows it to be opened freely from the inside without a key;
- fire evacuation plans do not comply with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82.
Children's Health and Recreation Centre "Domzheritsy":
- operability and serviceability of fire protection means are not ensured (automatic fire alarm system is out of order).
State Enterprise for Children's Rehabilitation and Recreation Centre "Zhemchuzhina":
Dormitory Building No. 7:
- fire safety information stands are missing.
Dormitory Building No. 3:
- evacuation doors on the 2nd and 3rd floors are not equipped with locks that allow them to be opened freely from the inside without a key;
- operability and serviceability of fire extinguishing means are not ensured (fire extinguishers located on the 3rd floor are inoperable and out of order (recharging expired);
- operability and serviceability of fire protection means are not ensured (stairwell doors on the 2nd and 3rd floors are not equipped with self-closing devices).
Dormitory Building No. 2:
- operability and serviceability of fire extinguishing means are not ensured (fire extinguisher located in PK-11 is inoperable and out of order (recharging expired).
- evacuation doors on the 1st floor are not equipped with locks that allow them to be opened freely from the inside without a key.
Dormitory Building No. 1:
- evacuation doors on all floors are not equipped with locks that allow them to be opened freely from the inside without a key;
- evacuation routes and emergency exits are not fully marked with directional signs.

- the operability and serviceability of fire protection means are not ensured (doors of stairwells on all floors are not equipped with self-closing devices);

Administrative Building:
- evacuation doors on the 1st and 2nd floors are not equipped with locks that allow them to be opened freely from the inside without a key;
- the operability and serviceability of fire extinguishing means are not ensured (fire extinguishers are inoperable and out of order (recharge expired);
- the operability and serviceability of fire protection means are not ensured (doors of stairwells on the 1st and 2nd floors are not equipped with self-closing devices;
- there are no stands with fire safety information.
"EurooptSuper" Shop of "Evroторг" LLC Branch, Vitebsk, Lepel, 46D Chuykova St.:
- 10% of the installed spare fire detectors are missing at the facility;
- the door located on the evacuation route, near the director's office, is not equipped with a lock that allows it to be opened freely from the inside without a key;
- the fire evacuation plan has not been developed in accordance with the requirements of Appendix 2 to Resolution of the Ministry of Emergency Situations No. 82;
- the fire extinguisher located in PC-3 is inoperable and out of order (recharge expired).
"Hit! Standard!" Shop of "Evroторг" LLC Branch, Vitebsk, Lepel, 14A Minskaya St.:
- 10% of the installed spare fire detectors are missing at the facility;
- fire extinguishers located near the baking area, freezer, and milk chamber are inoperable and out of order (no nozzles, recharge expired).
In buildings with a fire alarm system, a check of the operability and serviceability of the systems was carried out together with representatives of the servicing organizations. No violations were identified during the work performed.

evacuation plans for fire or other emergencies have been practiced, as well as briefings on fire safety rules.
The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
