Based on subparagraph 109.17 of paragraph 109 of the Rules for Fishery Management and Fishing, the entry and movement of mechanical vehicles in fishing grounds (water bodies and watercourses), including those covered with ice (except for organized crossings), are prohibited. This prohibition does not apply to mechanical vehicles of fishing control bodies, the security system of the Republic of Belarus, navigation safety, republican unitary enterprises of inland waterways, and lessees (users) of fishing grounds, provided they have documents confirming the legality of their presence in the fishing grounds for the performance of their assigned tasks and functions.

According to subparagraph 2.26 of paragraph 2 of the Traffic Rules, a mechanical vehicle is a vehicle propelled by an engine. Furthermore, in accordance with GOST 31286-2005 ROAD TRANSPORT, a mechanical vehicle is a vehicle equipped with an engine, which is the sole means of propulsion, used for transporting people, goods, and for performing special work in agriculture or forestry, and intended for movement on public roads or off-road.

Consequently, the entry and movement on fishing grounds covered with ice by snowmobiles are prohibited.
