During the preparation, it is necessary to:
- develop a plan of organisational and technical measures for the preparation of heat supply and electricity supply systems for the upcoming heating season;
- carry out scheduled repairs of main and auxiliary thermomechanical equipment in the required volumes;
- perform building and premises insulation work;
- timely perform verification of thermal energy meters, control and measuring instruments; ensure the availability of functional automatic control systems;
- carry out hydraulic tests of heat networks, water heaters, hydraulic tests and flushing of pipelines and equipment of heat points, heating systems, pipelines and heaters of ventilation systems with the issuance of relevant acts;
- overhaul shut-off and control valves;
- restore damaged insulation coatings on pipelines and other equipment of heat consumption systems;
- ensure the reliability of electricity supply;
- place temperature schedules of internal heat consumption systems in the heat points;
- for heat sources with a capacity of 200 kilowatts or more, regardless of the capacity of the installed boilers, it is necessary to obtain a Conclusion from Gosgortekhnadzor regarding their readiness for operation in the heating season.
In addition, when preparing for the heating season, it is necessary to check the compliance of the schemes with the actual condition of all elements of the organisation's heat supply system and ensure the availability of approved schematic diagrams of pipelines and equipment located in the heat points and boiler rooms, with numbering of valves and placement of control and measuring instruments and automation.
In connection with the entry into force of the Technical
of the established practice code TКП 458-2023 Rules for the technical operation
of consumer heat installations and heat networks, all heat engineering personnel
must undergo an initial knowledge test on the design,
technical operation, and safety during the operation of heat installations and
heat networks. The availability of trained and certified personnel is
one of the conditions for readiness for the heating season.
In 2024, a number of amendments were made to the Rules for
preparing organizations for the heating season, its conduct, and completion.
One of them is the possibility for the head of an organization, upon receipt of an act of readiness inspection signed by all commission members and an electronic key, to register the passport of readiness in
electronic form through the unified portal of electronic services of the general state
automated information system.
The electronic application is submitted around the clock from May 1 to September 30 annually, starting from 2024.
The inspection of the readiness conditions of
consumers and heat sources for operation in the autumn-winter period is carried out by a commission appointed by an order or administrative document of the head of the organization. The order to establish the commission must be issued no later than 10 days before the start of the commission's work, as established by the approved schedule. A representative of
Gosenergo gaznadzor must be included in the commission.
Organizations that have departmental housing stock (except for the Ministry of Housing and Communal Services) must include a representative of the local district executive committee in the commission.
The work of the readiness inspection commissions will be
carried out according to the schedule approved by the Lepel District
Executive Committee and posted on the website of the district executive committee.
All work on the preparation of energy installations must
be completed by September 20, and no later than September 30, the Gosenergo gaznadzor body must register the passports of readiness of the consumer
and (or) heat source.
Connection of heat supply in the heating season without
a passport of readiness registered in the prescribed manner is not allowed.
