One of the priority areas for authorities is human welfare. Creating favourable living conditions, modernising housing facilities, and improving the territory are aspects that representatives of the district executive committee, the district council of deputies, and heads of responsible services consistently focus on. Work in this direction is also under the constant control of the Vitebsk Regional Executive Committee.
Numerous improvement measures are planned for the territory of the village of Zaslonava. The settlement, with a population of 2102 people, features seventeen five-storey buildings and hosts the state educational institution "Zaslonava Nursery-Kindergarten of Lepel District" and the educational institution "Zaslonava Secondary School". For shoppers, there are shops of the Lepel District Consumer Society, "Voenservis", and private retail businesses. The village also has a general practitioner's outpatient clinic, a post office, and hairdressing services. To improve the living conditions of local residents, the district executive committee, the district council of deputies, and representatives of KUVP "Borovka" have developed a plan for numerous measures. These include territory improvement, mowing weeds, felling hazardous trees, modernising houses, and carrying out repair work on a number of social facilities. To familiarise themselves with how work is organised in this area, our district was visited by the Chairman of the Vitebsk Regional Council of Deputies, Vladimir Terentyev, and the Military Commissar of the Vitebsk Regional Military Commissariat, Igor Martynov. The district executive committee chairman, Boris Yafremov, his deputies Alexander Bykov, Viktor Azaronok, Alexander Shidlovsky, the chairman of the district council of deputies, Nikolai Misyura, as well as heads of services and organisations directly involved in the improvement of the village, also participated in the staff meeting.
The first site visited by the distinguished guests was the 19th Separate Guards Mechanised Brigade. A significant amount of work has been carried out on the military unit's territory: hazardous trees have been felled, excellent repairs have been carried out on the headquarters building, the officers' dormitory, and the medical company; excellent repairs have been made in the barracks, where new shower rooms have been equipped and washing machines installed. Repair work has also been carried out in the canteen and bathhouse. Under the leadership of Alexander Baltrushevich, DBU-34 has installed new curbs and laid asphalt on the unit's territory. The new asphalt surface on the parade ground is also pleasing to the eye.
A significant amount of work on the improvement of the military unit's territory will be carried out in the near future. The year 2016 has been declared the Year of Combat Training by the Minister of Defence of the Republic of Belarus, Andrei Ravkov. In this regard, a major overhaul of a number of buildings and structures has been carried out on the territory of the 19th Separate Guards Mechanized Brigade, and the training building has been renovated, which now features computer and specialized classrooms with the latest multimedia equipment. The repair work is financed from the republican budget.
Representatives of the authorities also visited the village of Zaslonova. As noted by Vladimir Aksyonovich, Director of KUVP "Borovka", the members of the safety commission have inspected hazardous trees, and measures for their felling are planned for the near future. The necessary work will be carried out by the employees of KUVP ZhKG "Lepel", KUVP "Borovka", and DLGOU "Lepel Leskhoz". The modernization of building No. 484 is also planned for the near future.
The next facility visited by the staff representatives was the premises of the State Educational Institution "Zaslonova Nursery-Garden of Lepel District". The kindergarten premises are designed for 59 children. Currently, 40 children are being educated there, not including the new intake. The institution employs 21 staff members, including six educators, as well as two specialists in music and physical education. 113 thousand rubles (one billion 130 million rubles of non-denominated Belarusian rubles) from the district budget have been allocated for the repair of the kindergarten premises. Routine repairs have been completed in the group room, changing room, bedroom, and bathroom of group No. 2, and eleven window units have been replaced. Currently, roof and facade repairs are underway, the building's blind area is being constructed, and the territory is being improved. A lot of necessary work is also planned for the near future. This includes the repair of rooms for groups No. 2 and No. 3, utility rooms, the food block, and the laundry. It is also planned to complete the repair of the building's facade and roof.
On the same day, staff representatives visited the training ground of the 19th Separate Guards Mechanized Brigade and familiarized themselves with the organization of the training process for conscripts in the tank and firing range.
Staff representatives also visited the territory of Zaslonova Secondary School. School graduates successfully obtain higher education in engineering and technical, financial and economic specialties, and acquire education at the Military Academy of the Republic of Belarus. Over the past five years, 15 school graduates have become students of the academy.
The Deputy Chairman of the District Executive Committee, Viktor Azaronak, pointed out the unsatisfactory work of the school in terms of landscaping and cooperation with the board of trustees. Financial
