In January-February 2021, the Vitebsk region registered a decrease in the number of road traffic accidents (-33.3%, from 3 to 2 accidents caused by drunk drivers) and injured road users (-83.3%, from 6 to 1) compared to the same period in 2020. Despite the positive trend of reducing these accident indicators, an increase in fatalities (+100%, from 0 to 1) in accidents caused by this category of drivers was recorded during the specified period.

Despite the positive trend of reducing these accident indicators, an increase in fatalities (+100%, from 0 to 1) in accidents caused by this category of drivers was recorded during the specified period.

The problem of driving vehicles by persons without a driving license remains relevant. Thus, due to the fault of an unlicensed driver, 1 road traffic accident was registered this year (at the same level as last year), in which 1 participant sustained life-threatening injuries.

Taking the above into account, in order to strengthen the discipline of road users and prevent road traffic accidents, a set of measures aimed at preventing and suppressing instances of driving vehicles by persons in a state of intoxication or without a driving license will be carried out in the Vitebsk region from March 19 to 22, 2021.

Please note that in accordance with Part 1 of Article 18.14 of the Code of Administrative Offences of the Republic of Belarus, driving a vehicle by a person who does not have a driving license, as well as transferring the control of a vehicle to a person who does not have a driving license, entails a fine of up to 20 basic units. Repeated commission of a similar offense within a year entails a fine of up to 50 basic units, administrative arrest, or community service.

In accordance with Article 18.15 of the Code of Administrative Offences of the Republic of Belarus:

- driving a vehicle by a person in a state of alcoholic intoxication, with absolute ethyl alcohol content in

blood or exhaled air in a concentration of up to 0.8 per mille inclusive, or presence of absolute ethyl alcohol vapours in a concentration of up to 380 micrograms per litre of exhaled air inclusive shall incur a fine of one hundred base units with deprivation of the right to engage in certain activities for a period of three years;

- driving a vehicle by a person who is in a state of alcoholic intoxication, with absolute ethyl alcohol in the blood or exhaled air in a concentration exceeding
0.8 per mille, or presence of absolute ethyl alcohol vapours in a concentration exceeding 380 micrograms per litre of exhaled air, or in a state caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances, as well as refusal to undergo, in the established manner, testing (examination) for determining the state of alcoholic intoxication or a state caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances shall incur a fine of two hundred base units with deprivation of the right to engage in certain activities for a period of five years.

- transferring the control of a vehicle to a person who is in a state of alcoholic intoxication or a state caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances shall incur a fine of from fifty to one hundred base units with deprivation of the right to engage in certain activities for a period of three years.

- consumption by a driver of alcoholic, low-alcohol beverages or beer, narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances after a signal to stop the vehicle by an internal affairs officer or after being involved in a road traffic accident, as a participant, prior to undergoing testing (examination) for determining the state of alcoholic intoxication or a state caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances shall incur a fine of two hundred base units with deprivation of the right to engage in certain activities for a period of five years.
