In accordance with the Decree of the President of the Republic of Belarus of 28.08.2001 No. 460, a supervisory commission has been established under the Lepel District Executive Committee.
The supervisory commission organises its work in accordance with the Regulation on Supervisory Commissions under Regional (Minsk City), District, City Executive Committees, Local Administrations, approved by the Decree of the President of the Republic of Belarus of 28.08.2001 No. 460.
The main tasks of the supervisory commission are:
monitoring the activities of penal enforcement bodies, therapeutic labour dispensaries, the order and conditions of serving sentences by convicts, the application of preventive measures to them, identifying violations and assisting in their elimination;
providing assistance to penal enforcement bodies in organising the correctional process for convicts and their rehabilitation, and to local executive and administrative bodies in ensuring the resocialisation of persons released from places of deprivation of liberty, or citizens who have ceased to be in therapeutic labour dispensaries.
To fulfil the tasks assigned, supervisory commissions are entitled to:
visit, in the manner prescribed by law, bodies executing punishments and organisations where persons sentenced to community service, correctional labour, or restriction of liberty are employed, for the purpose of observing the correctional process concerning these persons;
request and receive from the administration of the punishment-executing body documents and certificates necessary for the work of the supervisory commission;
conduct, in agreement with the administration of the punishment-executing body, receptions of convicted persons on issues related to the serving of their sentences, and accept and consider their proposals, applications, and complaints;
apply jointly with the administration of the punishment-executing body for pardon of convicted persons;
consider at their meetings information from the administration of the punishment-executing body and the heads of organisations employing persons sentenced to community service, correctional labour, or restriction of liberty, on the work of correcting convicted persons, and make proposals for eliminating shortcomings in the work;
submit proposals to the relevant local executive and administrative bodies for improving the correctional process in punishment-executing bodies;
study the possibilities of employment for persons released from places of deprivation of liberty, those who have served sentences of restriction of liberty, and citizens who have ceased to be in medical and labour dispensaries;
to submit proposals to local executive and administrative bodies on the formation of a quota for the employment of persons released from places of deprivation of liberty, who have served sentences of restriction of liberty, and citizens who have ceased to be in medical and labor dispensaries;
to apply on their own initiative to the court with a representation for release from punishment, mitigation of punishment, or other improvement of the convicted person's situation due to the entry into force of a criminal law with retroactive effect;
to approve the representation of the administration of the correctional institution to the court on changing the type of correctional institution for a convicted person sentenced to imprisonment;
to give consent to the administration of the correctional institution for the transfer of a convicted person serving a sentence in prison from a general regime to a strict one, as well as from a strict one to a general one;
to approve the decision of the administration of the correctional institution on allowing convicted women to reside outside colonies during their leave from work due to pregnancy and childbirth, as well as until the child reaches the age of three;
to give consent to the administration of the medical correctional institution for the transfer of a convicted person to a specialized ward for a period of up to six months in case of unsuccessful disciplinary action against them;
to participate through their representatives in court proceedings concerning conditional early release of a convicted person from punishment, replacement of the unserved part of the punishment with a milder one, or changing the type of correctional institution for a convicted person sentenced to imprisonment;
to visit medical and labor dispensaries, to study the state of medical and social rehabilitation, the conditions of detention and employment of persons held therein;
to provide assistance to penal enforcement inspectorates in carrying out specific measures when exercising preventive supervision over persons released from places of deprivation of liberty.
