The largest number of state property thefts in the Vitebsk region are committed in trade and the agro-industrial complex, the prosecutor of the Vitebsk region, Gennady Dysko, told a BELTA correspondent. Since the beginning of the current year, 825 state property thefts have been registered in the region, which is 61 more crimes than in the same period of 2010. There were 175 thefts at trade facilities and 174 in the AIC sector. The largest number of these crimes were registered in the Orsha, Sennensky, Gluboksky, Beshenkovichsky, Vitebsk, Sharkovshchinsky, Tolochinsky, and Dokshitsky districts. According to Gennady Dysko, the main reasons and conditions contributing to embezzlement are the formal attitude of enterprise managers towards property security, the unsatisfactory state of accounting, the insufficient technical reinforcement of facilities, the inadequate organization of guard security, and the absence of security alarms. For example, the board of the Vitebsk Regional Union of Consumer Societies, while implementing the State Program to Combat Crime and Corruption for 2010-2012, adopted and agreed with the Internal Affairs Directorate of the Regional Executive Committee a program for the technical reinforcement of consumer cooperative facilities for 2011, according to which regional consumer unions are required to equip 340 retail outlets located outside the security unit deployment zones with security alarms using the "Alarm GSM" module. However, in this regard, the program is being implemented extremely slowly at the facilities of the Miory, Dokshitsky, Beshenkovichsky, and Ushachy regional consumer unions. Serious remarks were made by the prosecutor's office regarding the organization of security for production facilities in the AIC system. For example, during raid operations in agricultural organizations, the prosecutor's office of the Braslav district revealed the absence of guards at the workplace in four enterprises, and the guards of two other inspected facilities were at work in a state of alcoholic intoxication. The regional prosecutor's office draws the attention of heads of state institutions and economic entities to the need to create a capable security system. To this end, it is necessary to ensure the strictest control over property security, to take care of the technical protection of facilities, to coordinate actions with law enforcement agencies, to obtain licenses for security activities, and to train personnel.
