This was reported to a BELTA correspondent by Vasily Pashkovsky, senior prosecutor of the anti-corruption and organized crime department of the Vitebsk region Prosecutor's Office. Facts of improper fulfillment of anti-corruption legislation requirements and an insufficient level of preventive work to prevent corruption manifestations were established during a prosecutorial inspection. In particular, the powers and responsibilities of the members of the standing commission for the prevention of corruption within the education department and its subordinate institutions were not sufficiently regulated in the regulations on its operation. The commission's composition was not updated after personnel changes, and minutes from meetings were missing. "All this, taken together, indicates the formal nature of the commission's establishment, which, in fact, did not function," emphasized Vasily Pashkovsky. Currently, a criminal case under Article 210 of the Criminal Code (embezzlement by abuse of office) is being investigated against a former accounting employee of the centralized accounting department of the education department. The woman is suspected of embezzling funds from the education department by drawing up fictitious documents and inflating the volume of work performed under contracts concluded with third parties. A criminal case has been sent to court accusing a former chief accountant of one of Orsha's educational institutions of committing a corruption offense, also using official powers. Facts of issuing fictitious employment orders for the purpose of embezzling funds were revealed at the Polotsk State Children's Social Shelter and Novopolotsk Secondary School No. 10. "Thus, the attention paid by the Vitebsk Regional Executive Committee's education department to issues of anti-corruption legislation enforcement and the prevention of corruption crimes does not yet allow for the full effectiveness of this work," stated the prosecutor.
