A draft law providing for administrative liability for violating the rules of using Internet resources in the national segment has been developed and submitted for consideration by the Government of Belarus, after which it will be sent to parliament. This was announced today by the head of the sector of the Operational-Analytical Centre under the President of Belarus, Sergey Kravtsov, speaking at a round table discussion "Belarusian segment of the Internet: problems and development prospects," as reported by a BELTA correspondent. According to him, the draft law has an economic focus. It stipulates that individuals and individual entrepreneurs registered in Belarus will bear administrative responsibility when using foreign Internet resources for selling goods or providing services to citizens of Belarus. At the same time, the draft law does not prohibit Belarusian companies from using foreign Internet resources for selling goods or providing services to citizens of other states. The regulation of the national segment of the Internet is provided for by Decree No. 60 "On Measures to Improve the Use of the National Segment of the Internet," which was signed on February 1, 2010. The document, in particular, provides for the obligation of state bodies and state organizations to post information about their activities on official websites, ensure their effective functioning and systematic updating. Users must freely and free of charge receive information about the operating hours of a state body (other organization), its postal address, telephone numbers of its inquiry services, the procedure for handling appeals from citizens and legal entities, and about the administrative procedures being carried out.-0-
