Strong ice has a blue colour; if the colour is white, it can bear half the load. When ice has a grey or yellowish hue, it is very unreliable and venturing onto it is extremely dangerous. Since the beginning of the year, 11 people have died and 11 have been rescued on the country's water bodies. In the Vitebsk region, 3 people have died and 1 has been rescued. By the order of the Lepel District Executive Committee of November 15, 2016, No. 365r, in order to prevent accidents on water bodies due to unstable ice cover, citizens are prohibited from going onto the water bodies of the Lepel district.
