Germany, France, and Italy opposed the introduction of sanctions, as, in their opinion, including Alexander Lukashenko in the blacklist would mean a complete cessation of dialogue with Minsk. The Baltic states and Poland were primarily in favour of introducing restrictive measures against the Belarusian leader.

In mid-August, it became known that in connection with the protests in Belarus, the EU is considering a list of 15-20 Belarusian officials who would be banned from entering the community and accessing the European banking system. At an informal meeting in Berlin on August 27-28, the EU foreign ministers decided to complete the sanctions procedure against Belarus as soon as possible.
