Deputies of the House of Representatives of the National Assembly of Belarus adopted amendments to certain laws on the prevention of neglect and offenses of minors in the second reading today, BELTA correspondent reports. The most important norms of the bill concern the introduction of a ban on minors being in public places at night. As explained by Anatoly Vankovich, Deputy Chairman of the Standing Commission of the House of Representatives on National Security, children and adolescents (under 16 years of age) must be in public places only when accompanied by adults from 11 p.m. to 6 a.m. The deputy noted that the draft law has generated lively interest in society. About 300 publications on this topic have been released in the media. "We are obliged, having given birth to a child, to also raise him taking into account the temptations that currently exist and are related, for example, to drugs. We must protect children," Anatoly Vankovich told journalists, commenting on the bill. - It is necessary to oblige certain parents (negligent), I emphasize - certain ones, to take care of their children." The deputy noted that the responsibility established in the bill "is not so harsh." In case a child is found outside their home from 11 p.m. to 6 a.m. without the accompaniment of parents, guardians, adult brothers or sisters, etc., a fine of up to two basic units may be imposed, and up to five basic units for a repeat offense. However, in the first case, depending on the situation, a warning may be issued. "Each specific case will be investigated. There is no question of immediately apprehending the child. If contacted by phone, and the parents know that the child is currently returning from classes, for example, where they were delayed for some reason, then no measures will be taken. Employees will even help the child get home," the parliamentarian emphasized. Anatoly Vankovich also added that in exceptional cases where the child could not be identified and parents could not be found, the minor will be taken to a social shelter until the circumstances are clarified, where a teacher will be on duty at night. The parliamentarian drew attention to the fact that at night, up to 40% of offenses occur against a child, or in these cases, minors themselves violate the law. This is one of the reasons why the aforementioned bill was developed. Similar prohibitions exist in some subjects of the Russian Federation, in the USA, and in other countries, he added.
