The resolution defines the requirements for establishing the accident situation class. Emergency preparedness is defined as the operating mode of a nuclear power plant (NPP) in which the safe operating limits of the power unit are violated, but no special measures are required to protect workers and the public. An emergency situation is the operating mode of a nuclear power plant that requires special measures.
The NPP management must ensure the establishment of a commission for the prevention and liquidation of emergency situations before the delivery of nuclear fuel. Internal and external crisis centres will operate at the NPP, which will serve as assembly and work points for participants in emergency response and the commission.
The document outlines actions in emergency situations, and the procedure for notification and information transmission upon their occurrence. The notification scheme for organisations involved in emergency response shall be approved by the NPP director before the delivery of nuclear fuel.
The resolution enters into force after its official publication.
