In Belarus, from March 1, differentiated charges for water supply, wastewater disposal, and housing maintenance services will be abolished. This is stipulated by Resolution of the Council of Ministers of February 9, 2019, No. 81, according to BELTA.
Residents will pay for these services at subsidised tariffs, regardless of consumption volumes, if citizens are registered at their place of residence in the dwelling. However, if no one is registered in the apartment, charges will be calculated at economically justified tariffs, as before. For example, the subsidised tariff for water supply in Minsk and the regions for 2019 is set at Br0.8338 per 1 cubic meter, and for wastewater disposal - Br0.5518 per 1 cubic meter in Minsk and Br0.6383 per 1 cubic meter in the regions.
A recalculation of utility charges is also provided for in case of incorrect application of the tariff for a utility service by an organisation from the moment such a fact (violation) is identified. However, the recalculation cannot exceed three months if it leads to additional charges for utilities for previous periods.
As for the charges for housing maintenance, whereas previously they were calculated at the subsidised tariff per 1 sq. m of living space within 20 sq. m per registered payer and their family member plus 10 sq. m for the entire family, from March 1, if a citizen is registered at their place of residence in the dwelling, the subsidised tariff will apply to the entire area of the apartment.
For those residing under dormitory lease agreements, the procedure for paying for lift maintenance, sanitary maintenance of common areas, and reimbursement of electricity costs consumed for lighting common areas and operating equipment, including lifts, will be based on the number of citizens specified in such agreements.-0-
