Not all townspeople are yet provided with centralized water supply. For example, a resident of the private sector near the railway station and several other families are forced to fetch water from a well, although it was connected throughout the entire microdistrict of individual housing construction three years ago, and the local utility service did it free of charge. Now, only the water utility is involved in laying the water supply network, and on a paid basis.
– We will connect to the houses at our own expense; we only need to lay the central pipe, but the water utility calculated 600 rubles per hundred meters, and our length is 750 meters. Only pensioners and disabled people live in the lane; where will we get such money? We are left as if on the outskirts, although we have worked in production all our lives… – the woman complained.
Anatoly Linovich instructed the director of the local branch of the water utility service to review the calculation, and together with the chairman of the district executive committee, to work out all possible options to reduce the cost of work and meet people halfway, but without incurring losses for the enterprise.
– Of course, water supply, like gas and electricity supply, can only be viewed from a commercial perspective today, but the factor of fairness must remain, – emphasized Anatoly Konstantinovich.
The issue of water is no less relevant for rural residents. For example, a resident of the village of Zaozerye sought assistance to expedite the protracted process of transferring the water pipeline from OJSC "Kohanovo-Agro" to the balance of the water utility.
– Half of the village has already been transferred to the water utility, the second part remains under the management of the farm. The water pipeline system often fails in winter. There are issues with both drinking and technical water, but essentially, no one is servicing our applications today, – shared the villager her concerns.
Anatoly Konstantinovich took the resolution of the problem under his control, especially since the citizen had already appealed to the district executive committee with this issue in May of this year.
The issue of road maintenance was raised by several applicants, primarily concerning rural areas. However, there is also a problem within Tolochin itself: after the installation of a gas pipeline in the private sector, the contractors backfilled the road with river sand, which is heavily eroded by rain. Regarding this complaint, Anatoly Linevich instructed the district administration to investigate, as the organization that carried out the work is responsible for restoring the road surface upon completion of the project. The replacement of asphalt pavement on rural roads, on the other hand, involves budgetary funds, thus requiring preliminary planning and cannot be resolved immediately.
People approached the President’s Aide not only with everyday issues (reopening of a rural shop, replacement of a passport, provision of housing for an orphan, inheritance processing, etc.) but also with initiatives. In particular, a resident of the urban-type settlement of Kokhanovo is actively promoting the idea of marking the locations of portages on the "Varangians to the Greeks" route, which passed through the lands of Tolochin.
“It is important to know and restore one’s history,” Anatoly Konstantinovich supported the applicant and instructed the head of the district to study the issue and, if necessary, to collaborate with the Belarusian University of Culture and Arts.
An initiative was presented by a roadside cafe owner representing the business community. The support of local authorities and the state allows the Tolochin businessman to stay afloat and develop his enterprise. On behalf of his colleagues and himself, he requested consideration of reducing electricity tariffs for roadside service facilities, which, in the context of the pandemic and border closures, have suffered financially, with electricity costs constituting a significant portion of their expenses. The President’s Aide promised to forward the businessman's proposal to the Ministry of Energy.
After Anatoly Linevich listened to and took control of each request made by phone or during a personal meeting, he met with the reserve personnel of the district executive committee and visited the "Tolochin Cheeses" branch of the Vitebsk Meat Processing Plant, where he communicated with the workforce.
