Extremism is the activity of citizens of the Republic of Belarus, foreign citizens and stateless persons, or political parties, trade unions, other public associations, religious and other organisations, including foreign or international organisations or their representative offices, formations and individual entrepreneurs, aimed at planning, preparing, organising and committing encroachments on the independence, territorial integrity, sovereignty, foundations of the constitutional system, and public security by means of:

- violent change of the constitutional system and (or) territorial integrity of the Republic of Belarus;
- seizure or retention of state power by unconstitutional means;
- creation of an extremist formation and participation therein, aiding extremist activity, undergoing training or other preparation for participation in such activity;
- dissemination for these purposes of knowingly false information about the political, economic, military or international situation of the Republic of Belarus;
- insult for these purposes of a government official in connection with the performance of his official duties, discrediting of state bodies of power and administration;
- carrying out of terrorist activities, mass riots, etc.
Measures to counter extremism include:
- issuing an official warning;
- issuing an order to eliminate identified violations, suspending the activities of an organisation, representative office of a foreign or international organisation, or an individual entrepreneur;
- recognition of an organisation registered in the territory of the Republic of Belarus as extremist, prohibition of its activities and liquidation;
- recognition of the activities of an individual entrepreneur as extremist and their termination, and other measures provided for by legislation.
Furthermore, manifestations of extremism and the commission of crimes of an extremist nature entail administrative and criminal liability.
It should be noted that extremism is an extremely dangerous phenomenon in the life of any society, and the fight against extremism, like other socially dangerous events, cannot be carried out by the state alone. Citizens' attention and actions should be directed towards this problem and its solution.
