On conducting monitoring

In February of the current year, employees of the supervision and prevention inspectorate of the Lepel District Department for Emergency Situations conducted monitoring visits to the educational institutions: State Educational Establishment "Nursery No. 1 of Lepel", State Educational Establishment "Nursery-Kindergarten No. 1 of Lepel", State Educational Establishment "Nursery-Kindergarten No. 2 of Lepel", State Educational Establishment "Nursery-Kindergarten No. 4 of Lepel", State Educational Establishment "Nursery-Kindergarten No. 5 of Lepel", State Educational Establishment "Nursery-Kindergarten No. 6 of Lepel", State Educational Establishment "Nursery-Kindergarten No. 8 of Lepel", State Educational Establishment "Nursery-Kindergarten No. 9 of Lepel", Unitary Enterprise "Minsk Branch of Belarusian Railway" Lepel Railway Station, and Open Joint Stock Company "Vitavtomatika".

During the conducted work, it was established that violations of fire safety legislation were identified at the facilities, specifically concerning the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 "On the Development of Entrepreneurship", namely:

Unitary Enterprise "Minsk Branch of Belarusian Railway" Lepel Railway Station:
- Storage of timber was not carried out in accordance with the procedure for storing substances and materials determined by the Ministry of Emergency Situations and technological instructions (Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 24 of 26.04.2018 "Instructions on the Procedure for Storing Substances and Materials").

State Educational Establishment "Nursery No. 1 of Lepel":
- one fire extinguisher is out of order;
- the evacuation plan was not developed according to the form determined by the Ministry of Emergency Situations;
- evacuation routes are not marked with fire safety signs;
- the lock on the door located on the evacuation route does not ensure the possibility of opening it from the inside without a key.

Open Joint Stock Company "Vitavtomatika":
- at State Educational Establishment "Nursery-Kindergarten No. 5 of Lepel":
- in the vestibule on the 1st floor, an electric lamp is located less than 0.5 meters from the fire alarm sensor, resulting in false activation of the automatic fire alarm system when the light is switched on;

- at State Educational Establishment "Nursery-Kindergarten No. 1 of Lepel":
in the bedroom of group No. 2, the heat detector on loop No. 12 has been detached;

- at State Educational Establishment "Nursery-Kindergarten No. 9 of Lepel":
- the medical staff room lacks a protective cover for the heat detector;

- at the Educational Institution "Kindergarten No. 4 of Lepel":
- smoke detector APS is faulty in group No. 2.
Monitoring has shown that the heads of the above-mentioned facilities need to take the requirements of technical normative legal acts of the fire safety standardization system more seriously, and carry out fire safety measures at a higher quality level in order to prevent emergencies at the facility. Following the results of the monitoring conducted, recommendations for the elimination of identified violations were handed over to the heads.
The Ministry of Emergency Situations reminds that in accordance with Article 17 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and the fire safety regime in their respective organizations.
