On Conducting Monitoring

In January-February of the current year, employees of the supervision and prevention inspectorate of the Lepel District Department for Emergency Situations conducted monitoring at UP "Prozhektor-agro", KFH "Ozimka", UZ "Lepel Regional Psychiatric Hospital", GSHU "Lepel Variety Testing Station", OAО "Ladosno", KUPSHP "Lepelskoye".

During the work carried out, it was established that violations of fire safety legislation were identified at the facilities, namely the "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities" approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 "On the Development of Entrepreneurship", specifically:

UP "Prozhektor-agro" (Lepel District, ag. Sloboda):

- the farm in the village of Sviaditsa, the truck with state registration number AA 4780-2, the boiler room building of the MTP "Sloboda" and the welding shop building in ag. Sloboda are not equipped with primary fire extinguishing means (no fire extinguishers);

- the dispatcher's office building and the workshop building in ag. Sloboda are not equipped with primary fire extinguishing means (there is 1 serviceable fire extinguisher).

KFH "Ozimka" (Lepel District, village Pyshno):

- the administrative building, the farm building, warehouse premises No. 1, No. 2, No. 3, and the workshop building are not equipped with the necessary number of primary fire extinguishing means, and the categories for explosion and fire hazard have not been determined according to clause 10.

UZ "Lepel Regional Psychiatric Hospital" (Lepel, K. Marx St., 26):

- locks (latches) on the doors of evacuation exits in the administrative building, treatment building No. 3, and treatment building No. 2 are not equipped with the ability to be opened freely from the inside without a key.

GSHU "Lepel Variety Testing Station" (Lepel District, village Adamovka):

- locks (latches) on the doors of evacuation exits in the laboratory building are not equipped with the ability to be opened freely from the inside without a key;

- are not provided with the necessary number of primary fire extinguishing means in accordance with the norms determined by the Ministry for

emergency situations, administrative building, refueling island.

OJSC "Ladosno" (Lepel District, Kamen village):

-The farm in Dvor Babcha village is not equipped with primary fire-fighting equipment (fire extinguishers are missing);

-Farms in Kamen and Kurmelevka villages are not equipped with primary fire-fighting equipment (one serviceable fire extinguisher is available at each).

Monitoring has shown that the heads of the above-mentioned facilities need to take the requirements of technical regulatory legal acts of the fire safety regulations and standardization system more seriously, and implement fire safety measures at a higher quality level in order to prevent emergencies at the facilities. Following the results of the conducted monitoring, recommendations for eliminating the identified violations were handed over to the heads.

The Ministry of Emergency Situations reminds that in accordance with Article 17 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and the fire safety regime in their respective organizations.
