Inspectors of the Department for Supervision and Prevention of the Lepel District Department for Emergency Situations conducted monitoring of state educational institutions, which revealed violations of fire safety regulations at all sites.
During the monitoring, the following violations of the general fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by economic entities were identified, as approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017, as well as Resolution of the Council of Ministers of the Republic of Belarus No. 561 of 22.08.2019 "On approval of specific requirements":
· educational institutions' buildings are not fully equipped with primary fire extinguishing means;
· external evacuation staircases have not been tested;
· floor-by-floor evacuation plans have not been prepared in accordance with the Ministry of Emergency Situations Resolution of 20.04.2018 No. 21 "On establishing the form of the evacuation plan for people in case of fire";
· on all evacuation routes, the possibility of free opening of locks (latches) on external evacuation doors from the inside without a key has not been ensured.
· carpets and carpet coverings (runners) on evacuation routes are not secured to the floor and do not provide the fire hazard indicators established by technical regulatory legal acts;
· employees involved in the implementation of the evacuation plan for people in case of fire have not been provided with self-rescuers;
Based on the monitoring results, recommendations for eliminating violations were issued to the managers, and advisory assistance was provided in ensuring fire safety at the facilities.
