In February of the current year, employees of the Lepel District Department for Emergency Situations completed selective inspections of OJSC "Lepelpromshveymebel" and OJSC "Lyadno".
During the work carried out, it was established that violations of fire safety legislation were identified at the facilities, namely: "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities" approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 "On the Development of Entrepreneurship", specifically:
- the general fire safety instruction has not been revised, clause 7 of the Decree "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities" Appendix 3 to the Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 (hereinafter referred to as the Decree);
- training of employees according to fire safety minimum programs has not been organized;
- stands with fire safety information are absent;
- combustible materials are stored in fire breaks between buildings and structures;
- free access for emergency rescue vehicles to the sewing workshop building is not ensured.
Administrative building: Lepel, Volodarskogo St., 1:
- in the boiler room, the business entity has not determined the explosion and fire hazard categories;
- the boiler room is not equipped with the necessary number of primary fire extinguishing means, in accordance with Appendix 8 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 18.05.2018 No. 35.
Sewing workshop building: Lepel, Volodarskogo St., 1:
- inspection of the internal fire water supply system is not carried out;
- a door leaf is missing in the doorway on the second and third floors (as provided for by the design documentation);
- fire evacuation plans for people from the building have not been developed in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 20.04.2018 No. 21;
- locks (latches) on doors located on evacuation routes do not allow for free opening from the inside without a key;
- a device for lowering finished products is installed on evacuation routes within the staircase, obstructing safe evacuation;
- the compressor room is not equipped with primary fire extinguishing means, in accordance with Appendix 8 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 18.05.2018 No. 35;
- evacuation routes and emergency exits are not marked with fire safety signs provided for by technical normative legal acts.
Garage Building: Lepel, Volodarskogo St., 1: - the business entity has not determined the categories of explosion and fire hazard;
OAO "Lyadno": General Fire Safety Measures: - an object-wide fire safety instruction has not been developed in accordance with the requirements determined by the Ministry of Emergency Situations;
- on the territory of the mechanical yard, the smoking area is not marked with "Smoking Area" signs;
Administrative Building of OAO "Lyadno" at the address: Staro Lyadno village: - a fire evacuation plan has not been developed;
- the fire safety information stand is not updated in a timely manner;
- the building is not equipped with the necessary number of primary fire extinguishing means;
Grain Warehouse of OAO "Lyadno" at the address: Staro Lyadno village: - the building is not equipped with the necessary number of primary fire extinguishing means;
Plant Protection Products Warehouse of OAO "Lyadno" at the address: Staro Lyadno village: - the building is not equipped with the necessary number of primary fire extinguishing means;
Forage Grain Warehouse of OAO "Lyadno" at the address: Staro Lyadno village: - the building is not equipped with the necessary number of primary fire extinguishing means;
Repair Workshop (Arch Shed) of OAO "Lyadno" at the address: Staro Lyadno village: - the building is not equipped with the necessary number of primary fire extinguishing means;
Garage for 25 Cars of OAO "Lyadno" at the address: Staro Lyadno village: - the building is not equipped with the necessary number of primary fire extinguishing means;
Filling Station Building of OAO "Lyadno" at the address: Staro Lyadno village: - the building is not equipped with the necessary number of primary fire extinguishing means;
Petrol Station of OAO "Lyadno" at the address: Staro Lyadno village: - the refuelling island is not equipped with the necessary number of primary fire extinguishing means;
MTF "Kazinschshchina" at the address: Kazinschshchina village - the cowshed building is not equipped with the necessary number of primary fire extinguishing means;
- the arch shed building is not equipped with the necessary number of primary fire extinguishing meansfire extinguishing;
MTF "Lyadno" at the address: d. Staroye Lyadno - an evacuation plan for people in case of fire has not been developed;
- the building of cowshed No. 1 is not provided with the necessary amount of primary fire extinguishing means;
- the building of cowshed No. 2 is not provided with the necessary amount of primary fire extinguishing means;
- the building of calf shed No. 1 is not provided with the necessary amount of primary fire extinguishing means;
- the building of calf shed No. 2 is not provided with the necessary amount of primary fire extinguishing means;
- the smoking area is not marked with "Smoking Area" signs;
Hay storage building at the address: d. Staroye Lyadno - the building is not provided with the necessary amount of primary fire extinguishing means;
The inspections showed that the managers of the above-mentioned facilities need to take the requirements of technical normative legal acts of the fire safety regulation and standardization system more seriously, and carry out fire safety measures at a higher quality level in order to prevent emergencies at the facility.
The Ministry of Emergency Situations reminds that in accordance with Art. 17 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and the fire safety regime in the respective organizations.
