From August 20 to September 2, the Inspection of Supervision and Prevention of the Lepel District Department for Emergency Situations conducted 7 monitoring visits to various facilities located in the town of Lepel and the district.
From August 20 to September 2, the Inspection of Supervision and Prevention of the Lepel District Department for Emergency Situations conducted 7 monitoring visits to various facilities located in the town of Lepel and the district. Thus, during the monitoring visits, the following were inspected: the round-the-clock stay department "Svetlitsa" in the village of Kamen, the Lepel District House of Culture, roadside service facilities located on the M3 Minsk-Vitebsk highway, namely: "Cafe 555" of CTUP "AversLepel", "Cafe-bar "U Mateshi" of CTUP "YuVM-Trade", cafe of CTUP "Gostevoy Dvor", Cafe "Virazh" of Lepel District Consumer Society. During the monitoring visits, a number of violations of the requirements of regulatory documents for ensuring fire safety were identified, namely:
Lepel District House of Culture:
- documentation for the available personal protective equipment for respiratory and visual organs (self-rescuers) is not maintained;
- the logbook for fire safety briefings does not comply with the requirements of technical normative legal acts.
"Cafe 555" of CTUP "AversLepel":
- Employees are not trained on the fire safety minimum program;
- evacuation exit doors are not equipped with a keyless opening device;
- the facility-wide fire safety instructions do not comply with the requirements of the Technical Normative Legal Acts (TNPA);
- evacuation plans do not comply with the requirements of the TNPA;
- evacuation routes and primary fire extinguishing means are not marked with indicating signs.
"Kafe Gostevoy Dvor":
- Employees are not trained on the fire safety minimum program.
Kafe "Virazh" of Lepel RaIPO:
- Employees are not trained on the fire safety minimum program;
- evacuation exit doors are not equipped with a keyless opening device;
- the facility-wide fire safety instructions do not comply with the requirements of the TNPA;
- evacuation plans do not comply with the requirements of the TNPA;
- employees involved in the implementation of evacuation plans are not provided with personal respiratory and eye protection equipment (self-rescuers);
Kafe "U Mateshi":
- evacuation exit doors are not equipped with a keyless opening device;
- evacuation plans do not comply with the requirements of Technical Normative Legal Acts (TNPA);
- employees involved in the implementation of evacuation plans are not provided with personal respiratory and visual protection equipment (self-rescuers)
- the building is not equipped with the required number of serviceable primary fire extinguishing means.
On a positive note, the management of OKP "Svetlitsa", represented by the Head of Department, Chuvilo E.L., deserves commendation for her responsible approach to ensuring fire safety in the buildings and on the premises of the institution.
Furthermore, particular attention was paid to agro-industrial complex facilities. Inspectors from the Department of Inspection and Prevention, together with the Senior Engineer of the Supervision and Prevention Department of the institution "Vitebsk Regional Directorate of the Ministry of Emergency Situations", Rymarev Vitaly Ivanovich, visited OAO "Lyadno" and SPF "Zaozerie" of OAO "Vitebsk Meat Processing Plant". During the monitoring, a number of minor regulatory violations were identified, which were rectified during the monitoring process. However, violations requiring specific financial expenditure were also identified, namely:
OAO "Lyadno":
- employees involved in the implementation of evacuation plans are not provided with personal respiratory and visual protection equipment (self-rescuers);
- the territory of the petrol station is not fully equipped with primary fire extinguishing means.
SPF "Zaozerie" of OAO "Lepel MCC":
- employees involved in the implementation of evacuation plans are not provided with personal respiratory and visual protection equipment (self-rescuers).
Following the monitoring, recommendations with deadlines for rectifying the violations were sent to the heads of the business entities where violations were identified.
Discussions were held with managers, officials, and employees regarding compliance with fire safety and personal safety rules, both at the workplace and in everyday life.
