According to the Department of Aviation of the Ministry of Transport and Communications, 57 reports of flights by unmanned aerial vehicles and model aircraft were recorded in the airspace of the Republic of Belarus in 2021. In 7 cases, the flights were carried out in violation of legislative requirements.

The use of drones in the commission of criminal offences is also noted.
The procedure for the use of model aircraft is defined by the Rules for the Use of Model Aircraft in the Republic of Belarus, approved by Resolution of the Council of Ministers of the Republic of Belarus of 25.02.2016 No. 636.
Thus, to ensure the safety of aircraft flights, model aircraft are operated at altitudes not exceeding 100 metres above ground (water) level.
The use of model aircraft is prohibited:
- within zones prohibited for the use of model aircraft, without coordination with the state bodies (organisations) in whose interests such zones are established, according to the list (the list can be found on the website of the State Enterprise "National Cadastral Agency").
- in cases determined by the Security Service of the President of the Republic of Belarus in accordance with the Law of the Republic of Belarus "On State Security".
- at an altitude exceeding 100 meters above ground
(water) level;
- with a total mass exceeding 0.5 kilograms without
appropriate model aircraft marking.
Due to the requirements of clause 103 of the Aviation Rules for Flights in the Airspace of the Republic of Belarus, approved by the Resolution of the State Aviation Committee of the Republic of Belarus and the Ministry of Defence of the Republic of Belarus No. 7/30 of 01.06.2004, flights of unmanned aerial vehicles over populated areas, with the exception of rural ones, are prohibited.
To perform an official drone flight in the Republic of Belarus, its owner is obliged to submit a flight plan or an application for the use of the airspace of the Republic of Belarus to the centre of the Unified Air Traffic Management System. The submission of these documents is carried out through the "Internet Application" system of the RUP for Aeronautical Information.

A mandatory condition in case of performing
a drone flight with simultaneous aerial photography is
the presence of permission from the General Staff of the Armed Forces for the airspace user.
Violation of the rules for the use of airspace
entails administrative liability under Art. 18.35 of the Code of Administrative Offences of the Republic of Belarus
with the imposition of a penalty in the form of a warning or a fine (natural person up to 20 b.v., legal entity – up to 50 b.v.).
Liability for repeated violation of the same
offence within a year is punishable by a fine for a natural person from 10 to 50
b.v., for a legal entity – from 20 b.v. to 100 b.v.
