According to operational data from the Vitebsk Regional Department of the State Labour Inspectorate Department (hereinafter referred to as the Department), 6 people died as a result of industrial accidents in organisations of the Vitebsk region in Q1 2021 (Q1 2020 – 5), and 20 people sustained severe industrial injuries (19).

Thus, for the reporting period, an increase of one fatal accident and one case leading to severe industrial injury is noted.
In 2021, in addition to the specified 6 fatal accidents recorded, 10 people died at work due to pre-existing illnesses (Q1 2020 – 16, Q1 2019 – 12).
In Q1 2021, an increase in fatal industrial injuries was recorded in organisations under the Administration of the Pervomaisky District of Vitebsk – 2 (Q1 2020 – 0), and in organisations of the Verkhnedvinsk, Vitebsk, and Orsha districts – 1 (Q1 2020 – 0). At the same time, the number of fatal injuries in organisations in Vitebsk remained at the 2020 level – 3, including 1 case in organisations under the Administration of the Oktyabrsky District of Vitebsk (1).
An increase in accidents leading to severe industrial injuries in Q1 2021 compared to Q1 2020 was noted in organisations located in the territory of the Orsha district and the administration of the Zheleznodorozhny district of Vitebsk – 2 (Q1 2020 – 1), Verkhnedvinsk, Tolochin, Shumilino districts – 1 (0). Additionally, in organisations in Vitebsk – 7 (5), including 4 cases in organisations located in the Pervomaisky district of Vitebsk (1), and 3 cases in organisations in Novopolotsk (1).
In Q1 2021, a decrease in fatal accidents was observed in organisations of communal ownership, from 2 to 1 case. Concurrently, an increase in fatal injuries was noted in healthcare organisations – 1 (Q1 2020 – 0).
Over the three months of 2021, the number of people who died at work in organisations without
the departmental subordination remained at the 2020 level – 3 accidents.In Q1 2021, a decrease in the number of workplace accidents leading to severe injuries in organisations of communal ownership was observed, from 14 to 13 cases, including in agricultural organisations from 10 to 4. At the same time, an increase in the number of accidents related to production and leading to severe injuries was noted in organisations of architecture and construction from 0 to 5 cases, housing and communal services from 1 to 2, and food and light industry from 0 to 1.
In the reporting period of 2021, the number of fatal occupational injuries in organisations of republican ownership remained at the 2020 level – 2 cases, in organisations of the Ministry of Transport and Belkoopsoyuz. Meanwhile, the number of accidents leading to severe injuries in organisations of republican ownership (Ministry of Forestry, Belneftekhim, other state bodies) increased from 0 cases to 1.
Based on the results of completed investigations, the characteristic causes of accidents that occurred in Q1 2021 have been identified:
- personal negligence – 50%;
- failure by managers and specialists to fulfil labour protection duties – 10%;
- allowing an injured person to work without training and knowledge testing on labour protection – 10%;
- allowing an injured person to work without on-the-job training and/or labour protection briefing – 10%;
- violation of traffic rules by the injured person – 10%;
- violation of traffic rules by another person – 10%.
In January-March 2021, state labour inspectors identified and ordered (recommended) the elimination of 1883 violations of labour and labour protection legislation requirements during 60 supervisory measures.
154 employees who had not undergone briefing, labour protection knowledge testing, were not using required personal protective equipment ensuring labour safety, and had not undergone medical examination in cases and procedures stipulated by legislation were suspended from work. The operation of 99 units of machine tools, machinery and other equipment, 5 workshops, and 6 construction sites was suspended.
In total, during January-March 2021, mobile groups with the participation of state labour inspectors conducted 511 inspections of agricultural organisations, including those without departmental subordination.
