The Prosecutor's Office of Lepel District has been systematically coordinating all subjects of crime prevention in the first half of 2024. In cooperation with other state bodies, supervisory and organisational measures were carried out in the first half of 2024 aimed at ensuring legality and law and order in all spheres of activity, which contributed to the correction of negative crime trends and a positive improvement in the operational situation on several fronts.

Thus, in the first half of 2024, 84 (114) crimes were registered in the territory of Lepel District, which is 30 crimes less (or -26.3%) than in the same period of 2023 (hereinafter, data for the first half of 2023 will be shown in parentheses).

There was no increase in intentional infliction of grievous bodily harm, corruption-related crimes, and economic crimes.

No murders with attempts (Art. 139 of the Criminal Code), rapes with attempts (Art. 166 of the Criminal Code), sexual intercourse and other sexual acts with a person under the age of sixteen (Art. 168 of the Criminal Code), robberies (Art. 207 of the Criminal Code), vehicle thefts (Art. 214 of the Criminal Code), abuse of power, inaction, or exceeding official authority (Art. 424-426 of the Criminal Code) were registered.

During the analysis of the state of recidivism, it was established that in the first half of 2024, 17 crimes were committed by 15 individuals with prior convictions in the territory of Lepel District (their share was 30.9%, compared to the regional average of 31.4%).

The main reasons for the increase in recidivism include the inadequate preventive measures carried out by law enforcement and other state bodies, and insufficient measures taken to assist this category of individuals by the supervisory commission. Furthermore, one of the main reasons is the lack of desire for official employment and socialisation among individuals with prior convictions.

In March 2024, the Prosecutor's Office of Lepel District conducted an inspection of the compliance by the Penal Correction Inspectorate of Lepel District Department of Internal Affairs with the legislation aimed at preventing recidivism among individuals who committed dangerous recidivism in 2023.

It has been established that in 2023, 6 individuals with criminal records committed dangerous recidivism of crimes. In contrast, in 2022, this type of recidivism was committed by only 2 individuals.

An examination of preventive cases and preventive supervision cases of individuals registered with the penal inspection who committed repeat offences, including dangerous recidivism of crimes, revealed that individual preventive work with them was conducted without considering their personal characteristics, past convictions, or lifestyle, and was therefore ineffective. Reports from police officers on the results of visiting registered individuals at their place of residence were of a template nature. Explanations from family members and close relatives regarding the behaviour of registered individuals in their domestic environment were not obtained. The reasons why individuals registered with the penal inspection were unemployed, as well as their sources of income, were not ascertained.

In the first half of 2024, the district prosecutor, in order to exert preventive influence on individuals prone to committing offences and crimes in the sphere of family and domestic relations, initiated 2 criminal cases under Articles 153 and 186 of the Criminal Code of the Republic of Belarus. In accordance with Part 2 of Article 4.4 of the Code of Administrative Offences, upon the instructions of the district prosecutor, 8 individuals were brought to administrative responsibility under Part 2 of Article 10.1 of the Code of Administrative Offences.

In March 2024, the district prosecutor's office conducted an inspection at the Lepel District Executive Committee, commissions under the Lepel District Executive Committee on issues of preventing human fatalities from external causes, including emergencies, as well as at the inspection commissions of the rural councils of the district (Kamensky, Lepelsky, and Staysky) on issues of organising the work of these bodies in preventing fires and fatalities therein for the period of 2023 – February 2024.

During this inspection, instances were identified where employees of the Lepel District Department of Internal Affairs, the Lepel District Energy and Gas Inspectorate, and the Lepel District Gas Service of the "Chashnikigas" branch did not participate in the work of the inspection commissions when visiting households. Furthermore, numerous instances of formal and substandard completion of household inspection reports by the inspection commission of the Lepel Rural Executive Committee were established.

As part of the prevention of offences in the sphere of information security, the district prosecutor's office continuously monitors social networks.

The district prosecutor's office has filed 2 applications to recognise information products as extremist materials with the aim of further restricting access to these resources, which have been granted.

The district prosecutor's office has issued official warnings to 15 individuals held administratively liable under Part 2 of Article 19.11 and Part 1 of Article 24.23 of the Code of Administrative Offences.

In the first half of 2024, the district prosecutor's office received 36 applications from individuals and 4 applications from representatives of legal entities. In accordance with its remit, the prosecutor's office has substantively reviewed 23 applications from individuals and 1 application from a legal entity.

As a result of reviewing the applications, a decision was made to fully satisfy the claims of citizens in 3 cases, and the claims were partially satisfied in 6 cases. Of the 23 applications from citizens reviewed, 14 concerned issues of compliance with legislation by officials of institutions and organisations, including administrative liability – 9, and organisation of work with citizens' applications – 2.

In addition, the prosecutor's office has reviewed 6 applications in accordance with the requirements of criminal procedural legislation. Asrule, such appeals concern disagreements with the decision made by the LepelROVD to refuse to initiate criminal proceedings.

In the first half of 2024, the district prosecutor's office received 36 appeals from individuals and 4 appeals from representatives regarding the decision made by the Lepel ROVD to refuse to initiate criminal proceedings.
