The Department for Labour, Employment and Social Protection of the Lepel District Executive Committee informs that in accordance with Decree of the President of the Republic of Belarus of 18.01.2019 No. 27 "On Remuneration of Employees of Budgetary Organizations", comprehensive changes have been made to the remuneration system for employees of budgetary organizations since 01.01.2020.
The specified changes affected, among other things, compensation for employees engaged in work with special, harmful and (or) hazardous working conditions.
According to Article 62 of the Labour Code, higher remuneration shall be established for heavy work, work with harmful and (or) hazardous working conditions, in the manner determined by the Government of the Republic of Belarus or a body authorized by it, as well as by collective agreement, accord, or employer.
Resolution of the Council of Ministers of the Republic of Belarus of 14.06.2014 No. 575 "On Certain Issues of Providing Compensation for Working Conditions" (hereinafter referred to as Resolution No. 575) establishes that employees engaged full-time in work with harmful and (or) hazardous working conditions, confirmed by the results of the assessment of working conditions at workplaces (hereinafter referred to as the assessment), have the right to compensation in the form of higher remuneration through the establishment of additional payments.
The amount of additional payments for work with harmful and (or) hazardous working conditions is determined in accordance with the appendix to this resolution, depending on the class and degree of harmfulness of working conditions established during the assessment.
In accordance with the new version of Resolution No. 575, from 01.01.2020, for employees of budget organizations and other organizations receiving subsidies, whose employees are equated in terms of remuneration to employees of budget organizations (hereinafter referred to as budget organizations), the amount of additional payments is calculated as a percentage of the base rate established by the Government of the Republic of Belarus for the remuneration of employees of budget organizations.
According to the Regulation on the Procedure for Attestation of Workplaces for Working Conditions[1], based on the results of the attestation, the employer's order approves a list of workplaces by occupations and positions, for which employees, based on the attestation results, have confirmed the right to additional payments for work in harmful and (or) hazardous working conditions (hereinafter referred to as the list for additional payments), in
which specifies the amount of additional payments in accordance with Resolution No. 575, depending on the assessment of working conditions at the workplace.
The term of validity of the assessment results is 5 years. Consequently, in those organisations where the current assessment results were approved before 01.01.2020, changes must be made to the lists for additional payments, taking into account the changes in regulatory acts governing remuneration and the provision of compensation for working conditions. Changes are made by the relevant order of the employer.
It should be borne in mind that there is no need to make changes to electronic documents based on the assessment results. The set of assessment documents, formed electronically and sent to the database of assessment results, is not changed and is not re-uploaded.
