How to obtain rental housing?

The provision of rental housing is regulated by the Housing Code of the Republic of Belarus.

In accordance with Chapter 17 of the Housing Code of the Republic of Belarus, information on vacant residential premises available for rent to citizens is posted on the website of the Lepel District Executive Committee. Citizens wishing to obtain rental housing must submit an application to the "One Stop Shop" service of the Lepel District Executive Committee. Priority right to obtain rental housing from the state housing fund is granted to judges, prosecutors, military personnel, young specialists, and employees upon appointment to a position in case of their relocation from another settlement, provided that there is no equivalent replacement among the employees in the given settlement for the vacant position, and others.

In the absence of applications from the aforementioned citizens, rental housing is provided to citizens registered as needing housing improvement based on their registration date. If there are no applications from this category of citizens either, rental housing is provided to citizens not registered as needing housing improvement, in order of application submission.


Can I, as the owner of a single-family residential house, connect electrical energy for heating, hot water supply, and cooking purposes?

Currently, in accordance with the requirements of subprogramme 7 "Development of Electricity and Gasification of Settlements" of the state programme "Comfortable Housing and Favourable Environment for 2021-2025", approved by Resolution of the Council of Ministers of the Republic of Belarus dated January 28, 2021, No. 50, the use of electrical energy for heating, hot water supply, and cooking purposes is not permitted in settlements (quarters of settlements) equipped with gas supply systems, as well as centralized heat supply with available capacity reserves.

How can I find out the birth and death dates of relatives from the pre-war period?

The Civil Registry Office of the Lepel District Executive Committee holds the complete records of civil status acts from 1944 to the present day. A partial archive for the years 1924-1925 and 1928-1929 is preserved. Civil status act records from earlier periods have not survived. The reason for the partial preservation of the archival fund is events that took place during the Great Patriotic War (military operations, destruction due to fire, etc.).

Typical violations committed by organisations in the sphere of legislation on the Book of Remarks and Suggestions:

1) Absence of the Book of Remarks and Suggestions.

The Book of Remarks and Suggestions is kept by the organisation, its separate subdivisions located outside the organisation's premises, by an individual entrepreneur, as well as at the places where they sell goods, perform work, or provide services (Article 24 of the Law of the Republic of Belarus of July 18, 2011 No. 300-Z "On Citizens' and Legal Entities' Appeals").

2) Failure to present the Book of Remarks and Suggestions upon first request.

In accordance with paragraph 2 of Article 24 of the Law of the Republic of Belarus of July 18, 2011 No. 300-Z "On Citizens' and Legal Entities' Appeals", organisations and individual entrepreneurs are obliged to present the Book of Remarks and Suggestions upon the first request of the applicant.

3) Requesting identification documents from a citizen when providing the Book of Remarks and Suggestions, or explanations of the reasons that necessitated the entry.

In accordance with paragraph 2 of the Regulation on the Procedure for Issuing, Maintaining, and Storing the Book of Remarks and Suggestions, approved by the Resolution of the Council of Ministers of the Republic of Belarus of November 12, 2025 No. 635, it is prohibited to demand identification documents from a citizen or explanations of the reasons that necessitated the remark and/or suggestion.

4) Failure to enter information into the Book of Remarks and Suggestions regarding the progress and results of the consideration of remarks and/or suggestions and the indication of the dispatch of a response to the citizen (date and registration number of the response), including notification of the extension of the review period for the remarks and suggestions made in the book.

In accordance with the requirements of clause 14 of the Regulations on the procedure for issuing, keeping and storing the book of remarks and proposals, approved by the Resolution of the Council of Ministers of the Republic of Belarus of November 12, 2025, No. 635, information on the progress and results of the consideration of remarks and (or) proposals and a mark on sending a response to the citizen (date and registration number of the response), including notifications of extension of the review period for the statements made in the book of remarks and (or) proposals, shall be entered into the book no later than the last day of their review period.

5) Remarks and proposals are numbered with ordinal numbers from the beginning of the book's keeping.

In accordance with clause 14 of the Regulations on the procedure for issuing, keeping and storing the book of remarks and proposals, approved by the Resolution of the Council of Ministers of the Republic of Belarus of November 12, 2025, No. 635, remarks and (or) proposals are numbered with ordinal numbers from the beginning of the calendar year.
