About 300 people, over 90 units of equipment, and 4 aircraft will be involved today in the active phase of joint Belarusian-Russian tactical special exercises of the Ministry of Emergency Situations, as reported to BELTA correspondent by Marina Fando, press secretary of the Vitebsk Regional Department of the Ministry of Emergency Situations.
The exercises on the liquidation of transboundary emergencies related to accidents at main oil and gas pipelines will be held in three stages at three training sites in the Smolensk and Vitebsk regions, with sequential practice of notification, bringing management bodies, forces, and means of the warning and liquidation systems for emergencies of Russia and Belarus to readiness, assessment of the situation in the emergency zone, decision-making on its liquidation, management of forces and means of the warning and liquidation systems for emergencies, and interaction during emergency rescue operations of the management bodies of the warning and liquidation systems for emergencies of the Russian Federation and the Republic of Belarus.
According to the tactical scenario of the exercises, due to ground subsidence at kilometer 253 in the underwater crossing section of the Unecha - Andreapol - Ust-Luga oil pipeline across the Dnieper River in the Smolensk region, near the village of Boroviki, the oil pipeline was damaged, causing an oil spill into the Dnieper River and its spread into Belarus along the river. This creates a threat of a transboundary man-made emergency. According to the operational scenario, within three days, the oil slick will reach the border of the settlement of Zubovo in the Orsha district of the Vitebsk region. Simultaneously, during emergency work on the Unecha-Ventspils oil pipeline of JSC "Polotsktransneft Druzhba" near the village of Zubovo in the Orsha district, an oil fire occurred, spreading to the forest area, creating a threat to settlements.
At the first stage, which will begin near the village of Boroviki in the Smolensk region, training issues of notification of management bodies and forces according to the current interaction plan, bringing management bodies and forces of the territorial subsystem of the Russian Emergency Management System to readiness, and decision-making on the liquidation of the consequences of the emergency will be practiced.
The second stage, commencing near the village of Zubovo, Orsha District, will focus on practical training for management bodies in collecting and analysing situational data, refining decisions for mitigating technological emergencies, and managing forces and resources during forest fire suppression when settlements are threatened. This stage will also involve practicing methods and techniques for emergency response by the emergency recovery unit to restore a damaged section of an oil pipeline in marshy terrain. This will include laying a corduroy road, installing a dewatering system, and conducting a complex of underwater operations to repair the riverbed section of the oil pipeline crossing, with the involvement of divers from the Ministry of Emergency Situations of the Republic of Belarus.
The third stage, taking place in the vicinity of the settlement of Kopys, Orsha District, will consolidate practical training for management bodies in collecting and analysing situational data, refining decisions for emergency response, and managing forces and resources for oil collection from water surfaces. This location will also host the deployment of a medical unit from the Ministry of Emergency Situations of Belarus, a mobile communication hub from the Ministry of Emergency Situations of Russia, as well as diving and rescue services from the Ministries of Emergency Situations of Belarus and the Russian Federation, and units of the Vitebsk branch of the Red Cross.
During the simulated emergency response, environmental monitoring will be conducted. International observers will oversee the progress of the drills. The exercises will conclude with a demonstration of equipment and emergency rescue gear from the Ministries of Emergency Situations of Belarus and Russia, economic entities, and emergency recovery units. -0-
