In the agro-industrial complex of the Vitebsk region, 38 corruption crimes were detected in 2011, which is 6 facts less compared to 2010, reported Vasily Pashkovsky, head of the department for combating corruption and organized crime of the Vitebsk region prosecutor's office, to a BELTA correspondent. According to him, the committed crimes were mainly related to embezzlement committed using official position, falsification of documents, and forgery. A certain set of measures is being carried out in the region aimed at combating corruption in the agro-industrial complex. However, significant progress has not yet been achieved. Vasily Pashkovsky named the low level of prevention of corruption crimes as one of the main factors contributing to the current situation in this sector. "The commissions for the prevention of corruption, created in the system of the regional agricultural production committee, should primarily be engaged in this work. However, in many of them, this form of work organization is formal," the prosecutor noted. Thus, the activities of anti-corruption commissions in the district agricultural production committees of Dokshitsy, Shumilino, and some other districts raise questions. In addition, an inspection of the enforcement of legislation aimed at combating corruption in the system of the Committee for Agriculture and Food of the Vitebsk Regional Executive Committee revealed that the provisions of regulatory legal acts in the field of combating corruption are often ignored. In particular, officials do not always sign the commitment to comply with the restrictions established by Article 17 of the Law of Belarus "On Combating Corruption". Facts of non-submission and untimely submission of declarations, as well as incompleteness of declaration of income and property by heads of economic entities of the agro-industrial complex and officials of district agricultural production committees were also revealed. At the same time, the personnel departments of the district agricultural production committees conduct improper checks on the correctness of filling out declarations, which contributes to these violations. The identified violations and shortcomings indicate the need to take additional measures to organize work on the prevention and warning of corruption at the proper level, to ensure the clear implementation of the requirements of legislation aimed at combating corruption, and to strengthen control over the activities of officials in the agro-industrial complex of the region, concluded Vasily Pashkovsky. -0-
