Vitebsk, 25 October /Olga Bogacheva - BELTA/. Approximately Br19 trillion has been invested during 2011 and January-September 2012 within the framework of the Regional Programme for Innovative and Investment Development of the Vitebsk Region for 2011-2015. This was announced today at a meeting of the Vitebsk Regional Executive Committee by Oleg Matskevich, Deputy Chairman of the Regional Executive Committee, as reported by a BELTA correspondent.
The Regional Programme, comprising 19 sub-programmes, envisages the implementation of 765 measures with an investment of at least Br42 trillion. Since the programme's inception, 227 out of 607 measures planned for 2011-2012 have been implemented, work is ongoing on 280, and over 5,000 jobs have been created. The sub-programmes "Vittorg", "Northern Capital", "Children of Vitebsk Region", "Vitneftekhim", "Vitmash", "Vitebsk Pharmacy", "Health", and the sub-programme for the development of small and medium-sized urban settlements in the region are being implemented most actively. Concurrently, insufficient work is being carried out on the implementation of the sub-programmes "Vitebskryba", "Vitebsky Rodnik", "Vitebsky Len", and "Vitagro".
An analysis of the measures implemented during the reporting period indicates a lack of sufficient organisational measures taken by the coordinators and customer-coordinators of the sub-programmes, and an absence of proper control over the implementation progress, Oleg Matskevich emphasised.
Vladimir Novatsky, First Deputy Chairman of the Vitebsk Regional Executive Committee, commenting on the work of the sub-programme coordinators, noted their passivity and stressed that all organisational work, which they were supposed to have completed back in 2011, remains undone. He gave all responsible persons one week to analyse the current situation and develop concrete proposals for the implementation of the sub-programmes.
The Regional Programme for Innovative and Investment Development of the Vitebsk Region for 2011-2015 is a comprehensive plan for the region's development over the current five-year period across all strategic areas determining the economic and social development of the region. Its objective is to form a competitive, innovative, high-tech, resource- and energy-efficient, and environmentally safe economy of the region, ensuring sustainable socio-economic development of the region and improving the quality of life for the population.
Emphasizing the significance of the document, Leonid Demidov, First Deputy Chairman of the State Committee on Science and Technology, who attended the session of the regional executive committee, noted that similar programs should be developed in each region and district.-0-
