President of Belarus Alexander Lukashenko has signed the law "On Amendments to Laws on Housing Stock Management and Operation," as reported to BELTA by the press service of the Belarusian leader.
The amendments to the laws are driven by the need to improve the management of common property in co-owned buildings, ensure the operational reliability and safety of residential buildings, and their proper maintenance.
The law provides for the clarification of the procedures and conditions for the operation of owner associations, including strengthening the responsibility of board chairpersons for violating legislation when providing housing and utility services, services for the management of common property in co-owned buildings, as well as for failing to comply with the lawful requirements of local authorities.
According to the adopted amendments, new approaches are being introduced for owner associations to transfer funds for capital repairs. These funds will now be accumulated exclusively in the special accounts of executive committees. At the same time, owner associations are granted the right to transfer funds previously collected in their own accounts to the aforementioned accounts.
Furthermore, the mechanism for appointing an authorised person (a housing and utility organisation) and their powers has been updated.
