21 November, Vitebsk /Olga Bogacheva - BELTA/. A resident of Orsha "mined" the city education department, the Orsha District Department of Internal Affairs informed a BELTA correspondent. An anonymous letter reporting an explosive device planted in the city education department building was sent by mail to this department by a local unemployed man born in 1962, who is disabled. One of the possible motives that prompted the Orsha resident to commit this act, the Department of Internal Affairs stated, was the deprivation of parental rights of his cohabitant. The man has currently been detained. A criminal case has been initiated under Part 1 of Article 340 of the Criminal Code of Belarus for a deliberately false report of an impending explosion, which provides for up to five years of imprisonment.
