On 22 February 2019, the State Automobile Inspectorate is holding a Unified Road Safety Day under the slogan "You Can't Hide from Conscience!", aimed at preventing incidents where participants leave the scene of a road traffic accident.

Over the past year, more than 20 such accidents occurred in the Vitebsk region. All perpetrators of the incidents were identified by the traffic police officers and held accountable.

Analysis shows that drivers fear accountability for their actions or are under the influence of alcohol. Or, possibly, they are driving without a licence.

Most drivers do not think about what they are doing and what consequences it may entail. Fear, cowardice, and the dread of answering for their actions compel them to leave the scene of an incident, thereby aggravating their guilt and responsibility.

As a rule, tracing fugitives is a matter of time. Therefore, it should always be remembered that if an accident does occur, under no circumstances should the scene be left.

Investigative measures are conducted purposefully and constantly; everything possible is done to identify and expose the offender.

The traffic police reminds: violation of traffic rules, resulting in minor bodily harm to the victim, damage to a vehicle or other property, or leaving the scene of an accident by a driver who is a participant in it, in cases where this is prohibited by legislative acts, entails a fine of 5 to 25 basic units or deprivation of the right to drive vehicles for up to 2 years (Art. 18.17 of the Code of Administrative Offences of the Republic of Belarus). Consequently, drivers, instead of being exempt from responsibility, may lose their driving licence for a considerable period.

Citizens who do not remain indifferent to trouble and report information known to them about the circumstances of incidents, and sometimes even detain the offender themselves, provide significant assistance to the State Automobile Inspectorate in searching for drivers who have fled.

There are many examples where, thanks to precisely this citizen information, the perpetrators of accidents were identified.
