Approximately 18,000 tonnes of waste are generated annually in our district. This waste is disposed of at the solid waste landfill of LKUVP ZhKG "Lepel" and at rural mini-landfills. With the aim of reducing their environmental impact, LKUVP ZhKG "Lepel" and KUPV "Borovka" have implemented separate waste collection and the submission of secondary material resources for recycling. To this end, mobile groups have been established within organisations to identify secondary material resources that have arrived at landfills and mini-landfills. Enterprises and organisations, horticultural associations, and garage cooperatives have developed instructions for waste management, schemes for the generation and disposal of production and domestic waste, and a district waste management scheme has been developed and approved. However, garage cooperatives and horticultural associations have not concluded agreements with utility services for the placement of containers and waste removal.
Of the 36 rural solid waste mini-landfills established in the district in 2006, 17 are currently in operation, including 13 under the balance of LKUVP ZhKG "Lepel" and four under KUPV "Borovka". All remaining mini-landfills have been reclaimed, and the land has been returned to its former users for its intended purpose. LKUVP ZhKG "Lepel" has not fulfilled the planned task for the reclamation of mini-landfills for 2012, due to the inability to acquire a new garbage truck. The main tasks requiring urgent resolution in the field of waste management include the completion of the construction of a new solid waste landfill in the village of Borovna, as the current landfill is morally and physically obsolete and has exhausted its capacity. It is necessary to tidy up the operating solid waste mini-landfills (restoring embankments, replacing worn-out information signs, boards, barriers, etc.), reduce the amount of waste transported to landfills and mini-landfills for disposal, and implement a number of other measures.
