Deputies plan to develop a concept for a law on electric power engineering in 2012, Chairman of the Standing Commission on Industry, Fuel and Energy Complex, Transport, Communications and Entrepreneurship of the House of Representatives of the National Assembly, Sergey Semashko, told reporters. He is taking part in a joint meeting of the Council of Industrialists and Entrepreneurs and the Presidium of the Vitebsk Regional Council of Industrialists and Entrepreneurs, BELTA correspondent reports. The concept will form the basis of the law, which will initiate the reform of the Belarusian energy system. According to Sergey Semashko, it is envisaged that the law will provide for the separation of functions of generation, transmission and sale of electricity. The reform of the industry is envisaged by the strategy for the development of Belarus's energy potential for the period up to 2020, approved by the Council of Ministers. The changes will take place in three stages until 2015. Unlike Russia and Kazakhstan, where the functions of production, transmission and sale of electricity are separated, Belarus currently has a vertically integrated structure: energy production is not divided by type of activity. Changing the structure will launch economic mechanisms for cost reduction and make the industry investment-attractive. -0-
