The House of Representatives of the National Assembly adopted in the first reading a bill on amendments and additions to the Budget Code of Belarus, a BELTA correspondent reports. The Minister of Finance of Belarus, Andrey Kharkovets, presented the draft law "On Amendments and Additions to the Budget Code of the Republic of Belarus". The co-rapporteur was Gennady Demidchik, Deputy Chairman of the Standing Commission on Budget, Finance and Tax Policy. The amendments and additions to the Budget Code of Belarus are necessitated by the practice of applying the Budget Code as a codified normative legal act, which ensures the full systemic regulation of budgetary relations, as well as by the adoption of acts of the head of state and laws of Belarus. In accordance with the main program documents on the socio-economic development of the country, the main objectives of fiscal policy are to reduce the volume of resources redistributed by the state and concentrate them on priority areas of the country's socio-economic development. It is envisaged to expand the range of extra-budgetary sources of financing for traditional budgetary services, including medicine and education, and to shift from maintaining a budgetary organization to paying for its services. Within the framework of implementing the latter direction, a transition will be made from the estimate-based financing system to a financial support system in the form of budgetary subsidies to reimburse the costs of providing services under state social orders. To implement these tasks, corresponding amendments and additions are made to the Budget Code. For more effective and rational use of budgetary funds, funds of state non-budgetary funds, and taking into account the accumulated practice of recovering budgetary funds illegally obtained, used not for their intended purpose and in violation of budget legislation, as well as funds of state non-budgetary funds into the relevant budget, the definitions of the terms "recipient of budgetary funds", "budgetary obligations", "budgetary allocations" are clarified in the Budget Code.
