In accordance with the Traffic Regulations, when transferring control of a mechanical vehicle to another person, the driver is obliged to ensure that the person has a driving license with them.

By acting in this way, the driver ensures that they are transferring control to a person who has the right to drive a vehicle. Ignoring this requirement, the driver may transfer control to a person who does not have such a right, which in turn creates a danger to traffic.

  For a first-time violation of this requirement, administrative liability is provided in the form of a fine ranging from 5 to 20 base units.

  For the same actions committed repeatedly within a year after the imposition of an administrative penalty for a similar violation – a fine from 20 to 50 base units, or community service, or administrative arrest.

  In case of repeated violation of this requirement, criminal liability is provided.
