The redistribution of budget funds, the implementation of digital technologies in various spheres of life, and the awarding of prizes by the regional council to talented children – these and other issues were considered by the deputies of the Regional Council at an extraordinary session.
Digitalisation Enhances Quality of Life
30% from the regional and innovation funds (approximately 8 million rubles annually) can be used for the implementation of digital technologies in various spheres of our lives.
This prerogative is granted to local authorities by the Presidential Decree on the Development of Digital Technologies, adopted in November 2023.
To encourage enterprises and organisations to accelerate this process, the Regional Council session approved the procedure for conducting a competition for the implementation of digital projects funded by the Innovation Fund.
– This is a relevant topic as it concerns all spheres of activity, – emphasised the Chairman of the Regional Council of Deputies, Dmitry Demidov. – The current development of the economy and social processes also implies the development of information and digital technologies to remain competitive. As is known, these processes contribute to improving the quality of social services provided and, overall, enhance the quality of life.
Digital projects are being actively implemented in the Vitebsk region, primarily in the healthcare sector. A unified patient database is being created to enable them to access a full range of services: book appointments with doctors, undergo diagnostics, obtain digital prescriptions, and receive medical orders.
In the Vitebsk region, a number of industrial enterprises are proposing interesting projects, particularly concerning the implementation of a unified systematic approach to ensuring production processes.
The head of the deputy corps expressed hope that transport companies will engage in the implementation of digital technologies, which will create more convenience for passengers and the enterprise itself. There are digital initiatives in the housing and communal services sector and a number of social institutions. All of this, according to Dmitry Demidov, will move us forward and contribute to more active work by IT companies, state-owned enterprises, organisations, and institutions.
Alexander Nefedov, Deputy Chairman of the Committee for Architecture and Construction of the Regional Executive Committee, cited several examples of "digital" technologies already in use. Specifically, in the agro-industrial complex – for the implementation of precision farming; in industry – at OJSC "Kovry"; and in the transport complex. This will allow for a higher quality level of passenger service, making it convenient for passengers to use transport in online mode. Digitalization in this area involves dispatching, navigation, and delivering information to passengers via electronic displays and other software products. This also includes "smart bus stops," which will start operating this year in Vitebsk, and next year in Polotsk and Novopolotsk.
Support for the Talented
Since 2014, 160 talented children from children's art schools and colleges have become recipients of the award from the Regional Council of Deputies.
– And this time, 16 young individuals will receive awards for their achievements in international, republican, and regional competitions and olympiads. They are our golden fund, which will soon join the ranks of cultural workers, – noted Petr Podgursky, Head of the Department of Culture of the Regional Executive Committee. – Such an award is established annually and contributes to the development of abilities and talents with the aim of their subsequent realization in professional activities.
Ten awards, each equivalent to 15 base units, are granted to students of children's art schools, and six awards, each equivalent to 20 base units, are granted to students of music colleges and the College of Culture and Arts.
Based on the results of 2023, the expert commission received 25 applications from the culture departments of city and district executive committees and 8 nominations for students of educational institutions in the sphere of culture.
By the way. Over 15,000 students are enrolled in 57 children's art schools in the region.
