Alcohol abuse is often a cause of theft and other property-related crimes: an alcoholic will resort to any deception, theft, or robbery to obtain funds to buy alcohol. It happens that the desire to kill (for example, a revenge killing) arises in a person when sober, but they would never have dared to do it while sober. In such cases, alcohol is undoubtedly a factor contributing to the commission of the crime. Excessive consumption of alcoholic beverages leads to poisoning, and sometimes death.
One of the primary tasks for law enforcement officers is the implementation of preventive measures to prevent and curb drunkenness and alcoholisation of the population, and to identify individuals involved in the illicit trafficking of counterfeit, contraband alcoholic and alcohol-containing products.
In total, since the beginning of 2024, 73 citizens have been brought to administrative responsibility in the Lepel district for drinking alcoholic beverages and appearing in a public place while intoxicated (Article 19.3 of the Code of Administrative Offences of the Republic of Belarus) (86 citizens were brought to responsibility in the same period of 2023).
Police officers are taking the necessary measures to prevent and suppress the illegal import, distribution, and sale of alcoholic beverages.
In total, from January to February 2024, 48 litres of counterfeit alcohol-containing liquid were seized by officers of Lepel.
It is important not to forget the administrative penalties related to anti-alcohol legislation. Here are some of them:
Article 13.21 of the Code of Administrative Offences. Illegal movement, storage of tobacco products and alcoholic beverages, production, processing, storage, movement of non-food alcohol-containing products, ethyl alcohol, tobacco raw materials, sale of these products, alcohol, raw materials, and alcoholic beverages.

Article 19.3 of the Code of Administrative Offences. Consumption of alcoholic, low-alcohol beverages and beer, consumption of narcotic drugs, psychotropic substances or their analogues in a public place or appearance in a public place or at work in a state of intoxication
- shall entail a fine of up to fifteen base units or administrative arrest.
