A planned inspection of KUPP "Borovka" was carried out by the Supervision and Prevention Sector of the Lepel District Department for Emergency Situations.
During the inspection, it was established that the general fire safety requirements are not fully complied with at the facilities of KUPP "Borovka", namely:
the categories of explosion and fire hazard for the production and storage buildings of the enterprise have not been determined (Clause 10 of the General Fire Safety Regulations);
in the building of educational and production workshops, Lepel, Kalinina St., 93/1:
a plan for the placement of motor vehicles has not been developed, ensuring passage for fire and rescue equipment with a width of at least 4.5 meters (Clause 35 of the Rules for Fire Safety in Motor Transport No. 779);
training sessions for the evacuation of motor vehicles from garages and parking lots have not been organised (Clause 36 of the Rules for Fire Safety in Motor Transport No. 779);
the presence of primary fire extinguishing means (fire extinguishers) in a serviceable and operational condition on freight vehicles has not been ensured (Clause 4.1; Clause 54 of the General Fire Safety Regulations);
staircase doors have not been equipped with self-closing devices (Clause 49 of the General Fire Safety Regulations);
doors of all evacuation exits have not been equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 of the General Fire Safety Regulations);
evacuation routes and evacuation exits have not been fully marked with fire safety signs as required by technical regulatory legal acts (Clause 44 of the General Fire Safety Regulations);
an evacuation plan has not been developed in accordance with the Ministry of Emergency Situations Decree of 20.04.2018 No. 21 "On establishing the form of a plan for the evacuation of people in case of fire" (Clause 45 of the General Fire Safety Regulations, Ministry of Emergency Situations Decree No. 21);
in the administrative building, Lepel, Ulyanka St., 26a:
doors of all evacuation exits have not been equipped with locks that allow them to be opened freely from the inside without a key (Clause 48 of the General Fire Safety Regulations);
an evacuation plan has not been developed in accordance with the Ministry of Emergency Situations Decree of 20.04.2018 No. 21 "On establishing the form of a plan for the evacuation of people in case of fire" (Clause 45 of the General Fire Safety Regulations, Ministry of Emergency Situations Decree No. 21);
staircase doors have not been equipped with self-closing devices (Clause 49 of the General Fire Safety Regulations);
the door of the emergency exit from the assembly hall opens not in the direction of exit from the hall (clause 50 OTPB, clause 7.2.7 SN 2.02.05-2020);
in the building of the "Tsentralnaya" boiler house, Lepel, Ulyanka St., 26a/5:
staircase doors are not equipped with a self-closing device (clause 49 OTPB);
an evacuation plan has not been developed in accordance with the Ministry of Emergency Situations Resolution of 20.04.2018 No. 21 "On establishing the form of a fire evacuation plan for people" (clause 45 OTPB, Ministry of Emergency Situations Resolution No. 21);
in the dormitory, Lepel, Kalinin St., 90A:
an evacuation plan has not been developed in accordance with the Ministry of Emergency Situations Resolution of 20.04.2018 No. 21 "On establishing the form of a fire evacuation plan for people" (clause 45 OTPB, Ministry of Emergency Situations Resolution No. 21);
staircase doors are not equipped with a self-closing device (clause 49 OTPB);
in the dormitory, Lepel, Kalinin St., 75:
PK-5 is inoperable (the tap handle spins) (clause 4.1 OTPB);

the internal fire-fighting water supply system is not in proper working order (the handle on the fire hydrant is faulty) (clause 4.1 of OTPB);
in the boiler house building of Zaslonovo village, Lepel district:
the evacuation exit door leading directly outside is not equipped with a lock that allows it to be opened freely from the inside without a key (clause 48 of OTPB);
the primary fire extinguishing means (fire extinguisher) is not maintained in proper working order (the hose is missing from the fire extinguisher) (clause 54 of OTPB);
in the boiler house building of Horki agro-town, Lepel district:
combustible materials are stored within the fire separation distance of the building (clause 16 of OTPB);
in the boiler house building of Slabada agro-town, Lepel district:

on the territory of the MSW landfill, Lepel district, Borovno village:
the fire water reservoir is not marked with an identification sign (clause 57 of OTPB);
in the bathhouse building, Lepel town, Leninskaya St., 14-2:
an evacuation plan has not been developed in accordance with the Resolution of the Ministry of Emergency Situations of 20.04.2018 No. 21 "On establishing the form of a plan for the evacuation of people in case of fire" (clause 45 of OTPB, Resolution of the Ministry of Emergency Situations No. 21);
