In May 2015, the Inspection of Supervision and Prevention of the Lepel District Department for Emergency Situations completed scheduled inspections of "DSU No. 34", DKSUPE "Lepel PMK-75", KRSUPE "Stroitel", and UZ "Lepel Central District Hospital".
The management of the above-mentioned economic entities is taking significant measures to bring the subordinate buildings and structures into proper fire safety condition; however, violations are present. At DSU No. 34, non-compliance with the requirements of norms and rules of the fire protection system was identified (buildings and premises are not fully equipped with a fire alarm system and primary fire extinguishing means). Work to prevent the formation of ignition sources in a combustible environment is not being carried out in full (instances of operating electrical equipment in violation of norms and rules were detected).
At DKUSPE "Lepel PMK-75", fire safety and fire prevention regulations are not being ensured (the procedure for carrying out hot work, inspection and closing of premises after work, removal of combustible waste, use of electric heating appliances, and other measures depending on local conditions are not defined). Work to prevent the formation of ignition sources in a combustible environment is not being carried out in full, and adequate measures are not being taken to bring heating systems in buildings into a fire-safe condition; heating is operated in violation of the requirements of technical regulatory legal acts. Similar violations were also identified during the inspection of KRSUPE "Stroitel".
At the Healthcare Institution "Lepel Central District Hospital", the fire protection system also does not comply with the requirements of norms and rules (the fire reservoir in the village of Kamen is inoperable). Buildings of the outpatient polyclinic in the village of Zaslonovo, outpatient polyclinic in the village of N. Volosovichi, feldsher-midwife post in the village of Gorki, feldsher-midwife post in the village of Susha, the building of the Pyshnya Rural House of Culture, and the feldsher-midwife post are not equipped with lightning protection. The doors of the stairwells of the hospital, polyclinic, and children's department leading to the stairwells are not equipped with self-closing devices and seals in the rebates. Employees who are members of the voluntary fire brigade, as well as employees involved in the implementation of the evacuation plan for people from buildings and structures in case of fire, are not provided with individual respiratory and eye protection equipment. Wooden roof structures in the buildings have not been treated with fire-retardant compounds. Facts of using fire extinguishers with expired recharging dates in the buildings have been identified.
For the violations identified during the inspections, the heads of these organizations have been brought to administrative responsibility.
