In March 2015, the State Fire Supervision Inspectorate of the Lepel District Department for Emergency Situations, in accordance with the "Coordination Plan for Control (Supervisory) Activities for the 1st Half of 2015 in the Vitebsk Region," completed scheduled inspections of the Educational Institution "Secondary School No. 1 of Lepel," the Educational Institution "Lepel State Professional Lyceum," and the Unitary Enterprise "Lepel PMS."
In March 2015, the State Fire Supervision Inspectorate of the Lepel District Department for Emergency Situations, in accordance with the "Coordination Plan for Control (Supervisory) Activities for the 1st Half of 2015 in the Vitebsk Region," completed scheduled inspections of the Educational Institution "Secondary School No. 1 of Lepel," the Educational Institution "Lepel State Professional Lyceum," and the Unitary Enterprise "Lepel PMS."
The fire safety status at the Educational Institution "Secondary School No. 1 of Lepel" does not fully comply with the requirements. The school principal has submitted requests to the Department of Education, Sports, and Tourism of the Lepel District Executive Committee to assist in rectifying the violations identified during the previous inspection by the State Fire Supervision bodies; however, the funding for measures to eliminate the identified violations is not being properly implemented. The organisational and technical measures carried out at the facility generally comply with the requirements. However, the fire protection system does not meet the requirements of norms and rules (the automatic fire alarm system in the senior school building is faulty; the sports hall, senior school, and junior school buildings are not equipped with lightning protection). Measures to limit fire spread in the event of a fire have not been fully implemented; in the common corridors of the junior and senior school buildings, the walls on the evacuation routes are painted with combustible paints to a height of more than 1.6 meters from the floor level. Doors separating the stairwell from the common corridors have not been installed.
Regarding the fire safety status at the Educational Institution "LGPPL", it also does not fully comply with the requirements: measures are not being taken to prevent ignition sources (a non-factory-made drying unit for grain drying has been installed in the grain storage of the training farm). The fire protection system does not comply with the requirements of norms and rules (there is no fire alarm system in the automotive service laboratory, it is faulty in the workshop building, and the fuel and lubricant storage is not equipped with lightning protection). Measures to limit the spread of fire in case of a fire in the common corridors of the dormitory and the academic building have not been fully implemented; wooden flooring has been laid on the floors, which does not provide the fire safety indicators established by the technical regulatory legal acts, and the wall finishes in the 1st-floor hall of the academic building are made of highly flammable materials.
The management of UP "Lepel PMS" is taking certain measures to bring the subordinate buildings and structures into proper fire safety condition. However, during the inspection, it was found that this system does not fully comply with the requirements of norms and rules, namely:
- Work to prevent ignition sources in a combustible environment is not fully carried out (not all buildings are equipped with lightning protection, cases of operation of electrical equipment in violation of norms and rules have been identified);
- The fire protection system does not comply with the requirements of norms and rules (fire alarm systems, notification systems are absent, initial fire extinguishing means are not fully available).
The administration's activities to ensure the fire safety of buildings and structures do not comply with the requirements (instructions are missing: on the procedure for handling hazardous substances and materials (fuel and lubricant storage, etc.), on compliance with fire safety regulations and the actions of people in case of fire, fire safety minimum and fire safety briefing programs have not been approved. Measures to implement previous instructions from the State Fire Supervision bodies are not fully taken, and there are no plans to eliminate the identified violations.
Based on the results of the inspections, responsible persons will be brought to administrative responsibility for violating the requirements of fire safety norms and rules.
